The Housing Authority of Paducah, is seeking a qualified candidate to ethically conduct a variety of inspections for units in the public housing and Section 8 programs. While providing excellent customer service, the incumbent will ensure compliance with HUD's Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS); and perform all duties pertaining to inspections of units, related administrative tasks and other tasks as required. The position has no supervisory responsibilities.


The ideal candidate possess superb customer service skills with an ability to communicate and engage with people from a broad range of socio-economic backgrounds; Strong oral and written communication skills; Attention to accuracy and details; Possess strong conflict management skills; A knack for understanding and interpreting policies, while being able to tactfully stand firm when compliance measures are required; and an Ability to handle private and personal information in a confidential manner.


QUALIFICATIONS:

To be suitable for this position the following is required:

  • Compliance with I-9 requirements for employment within the U.S.
  • High School Diploma or equivalent (G.E.D.) required.
    • Two (2) years of advanced courses towards a degree or certification in a related field is preferred. (Property management, building codes, construction, etc.)
  • Two years of experience in a position where similar duties were performed, i.e. residential/multi-family building maintenance or construction; or an equivalent combination of experience and education.
    • One (1) year of experience working for an organization administrating housing programs or similar is preferred.
  • Valid operator’s license.
  • Successful background, driving record, and drugs/alcohol screenings.
  • Ability to obtain Housing Quality Standard (HQS) and Uniform Physical Conditions Standards (UPCS) certification within 6 months of hire. Agency provided training.
    • Experience with Housing Quality Standard (HQS) and or training preferred.
    • Experience with Uniform Physical Conditions Standards (UPCS) and or training preferred.


POSITION DUTIES AND RESPONSIBILITIES

The following statements contain general details describing the principal functions for the position of an Intake Specialists' level of competency, knowledge, skills, and abilities, but should not be considered an all-inclusive listing of work requirements.


  • Provide unmatched customer service to all participants, residents, and staff in a safe and efficient manner.
  • Maintain confidentiality of the Authority's business operations, personnel, residents, and participants.
  • Perform comprehensive inspections as assigned according to programs standards (UPCS/HQS); notify appropriate staff of results and conduct appropriate follow-up to inspections.
  • Perform initial Housing Quality Standards (HQS) Inspections, and re-inspections for Section 8 units and provides status to the Section 8 Program Director.
  • Perform move-out and ready to rent (RTR) inspections of units for compliance with UPCS; assist property managers with annual inspections.
  • Inspect dwelling units, sites, building systems, building exterior and common areas using manual or automated system.
  • Utilize software systems and mobile devices to take and store pictures of units as needed; and to record findings from inspections into designated data systems as required in a timely manner.
  • Create charges for residents in accordance with the Schedule of Charges, and forwards related documentation and information to appropriate staff.
  • Work with program managers to track compliance amongst PH residents and Section 8 participants; provides updates in a timely manner.
  • Communicate with program managers to answer questions regarding property condition, repair assessments and other pertinent information.
  • Explains the Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS) to residents, staff and/or participants, as necessary.
  • Manually read and record utility data on a monthly using both manual and electronic instruments.
  • Present accurate utility data to accounting designee in a timely manner.
  • Complete and forward work orders and inspection sheets to appropriate maintenance staff.
  • Inform Senior Maintenance of all complex maintenance issues and initiate work order when needed.
  • Complete smoke alarm checks and other preventive maintenance for housing units as assigned.
  • Recheck units for housekeeping or other deficiencies failing the unit.
  • Efficiently manage duties between programs, accurately schedule inspections and complete duties as directed by supervisors.
  • Operate agency vehicle and maintain a valid driver’s license.
  • Periodically assist staff with clerical duties and serve as back up for Housing Specialist.
  • Contribute to team effort by accomplishing other duties as assigned. (PH/S8)

PHYSICAL REQUIREMENTS.

  • The employee's work is performed both in-office, on-site and off- site, and involves physical exertion during the inspection of units and sites, including climbing stairs and ladders, walking across roofs, crawling into attics or basements, and examining plumbing, electrical, heating and air conditioning systems, facilities, and equipment.

OTHER:

  • The employee's contacts are primarily with housing management, Section 8 Program Director, and participants. Such contacts require the ability to establish and maintain good working relationships on a long-term basis. The purpose of such contacts is to provide information, guidance, and assistance, so that residents and participants will be housed in dwellings which are decent, safe, and sanitary.
  • The incumbent carries out work assignments after being provided with a work schedule, determining own work methods and techniques for accomplishing assignments.
  • This position normally requires general supervision from another person, who may be in the position of Section 8 Program Director, Director of maintenance or one who holds a similar management position.
  • The incumbent usually works independently and exercises a great deal of independent thinking to resolve problems in the act of competing duties of this position.
  • Supervisor spot checks work while in progress and upon completion for acceptability.
