Job Description
The MetroHealth System, Cuyahoga County’s public health system, and its staff of nearly 8,000 provides care at MetroHealth’s four hospitals, four emergency departments and more than 20 health centers and 40 additional sites throughout Cuyahoga County. S ummary:Plans, organizes, and insures integrity of respective application systems and related activity and is responsible for consistent system application integration across the organization for enterprise-wide information systems within the assigned I.S. development group. Monitors vendor version and release levels and associated enhancements and software fixes of respective information systems in an effort to leverage the organization’s technology investments through the identification, definition and recommendation of opportunities that will take advantage of available feature functionality and system capabilities. Documents existing user business processes and formulate and document the impact of systems and automation to enhance those processes. Upholds the mission, vision, values, and customer service standards of The MetroHealth System.
Responsibilities: Contributes to patient safety by supporting the System-wide programs and policies addressing a safe environment for patients and the reporting of safety concerns to the appropriate individuals.

1.Develops and formulates project plans including project scope, timelines, objectives, and costs.

2.Serves as architect of all assigned applications to ensure optimum performance and service delivery

3.Prepares work plans and schedules, including requirements, tasks, work assignments, resources, and the inclusion of project milestones and review points.

4.Identifies and recommends staff for project team and task assignment, as indicated by task priority and skill requirements.

5.Leads development and formulation of logical statements of user requirements, and also devise procedures for solutions of the requirements, and also devise procedures for solutions of the requirements through the use of automated and/or manual systems.

6.Reviews all work prior to incorporation, and acceptance in production status.

7.Provides technical guidance and assistance to staff.

8.Reports to management and users on progress, problems, and the need for changes.

9.Ensures that all work and documentation meet the standards of the department and the requirements of the assignment.

10.Presents test results to management and users for review and approval.

11.Reviews systems milestones and checkpoints.

12.Conducts post-implementation reviews.

13.Participates in quality assurance, product review, and standard committee's.

14.Recommends items for inclusion in preparation of departmental budget.

15.Ensures that all user agreements and meetings, relative to applications development, are documented accordingly.

16.Prepares system and program specifications, including hardware recommendations, forms design, and security requirements for data integrity and confidentiality.

17.Ensures systems have the proper controls for both internal and external audits.

18.Where applicable makes recommendations to administration for policy changes and/or additions.

19.Ensures application group adheres to the Change Management Policy and related status reporting.

20.Performs other functionally related duties as assigned.

Qualifications:Required:
Bachelor's Degree (preferably including courses in Statistics, Mathematics, Accounting, Computer Sciences) or equivalent work experience Minimum of seven to ten years work experience (five or more years must have been in programming, design, or analysis positions) Experience in project planning, as a lead analyst or project lead of a subtask of a major project. Demonstrated technical knowledge of computer operating systems, utilities, and hardware Demonstrated analytical ability, ability to effectively interact with individuals at all organizational levels, and verbal and written communication ability Training in systems analysis with special emphasis in project management, data processing standards, user relations, data gathering techniques, written and oral communications, and management information systems

Preferred:
Knowledge in the subject matter area(s) Previous experience in health care applications

Physical Demands:
