The IMD Talent Manager performs highly advanced (senior-level) managerial work related to employee performance and engagement talent management. Work involves managing employee performance management efforts, employee engagement programs and initiatives, and supporting the growth of the existing leadership and management development programs. Works under minimal supervision with extensive latitude for initiative and independent judgment. Supervises the work of others and Trains others. This position reports to the IMD Chief Talent Management Officer.

Compensation: The TRS Investment Management Division offers an attractive compensation package consisting of base salary, annual performance incentive bonus, a defined-benefit pension plan as well as 401(k) and 457 retirement plans, and comprehensive benefits. Starting salary is commensurate with experience.

WHAT YOU WILL BRING:


Performance
Management

  • Manages the ongoing evolution of the Performance Management practices working in collaboration with the IMD Chief of Talent Management and IMD business leaders. Provides advice and recommendations to IMD management for improvements and enhancements.
  • Manages annual cycle of the IMD performance management process and tools (planning, year-end review, calibration).
  • Trains and advises IMD management and staff on the performance management system and processes, monitors to ensure the appraisals are completed, and ensures appraisals are forwarded to Organizational Excellence (OE).
  • Partners with IMD Operations to ensure the update and deployment of all pertinent performance management software tools, including HRIS.
  • Aggregates performance evaluation data to identify broad patterns and training needs and makes recommendations to IMD management to address items of concern.
  • Provides ongoing management, oversight, and support to ensure that performance measures are being used to effectively manage operations, identify and manage risks, and support IMD initiatives and goals.
  • Manages special projects related to performance management.

Section Management

  • Plans, organizes, directs, and monitors assigned Talent Management programs and staff to ensure accomplishment of agency and section goals and objectives.
  • Manages staff, including hiring, monitoring, evaluating, and motivating staff.
  • Ensures compliance with applicable federal, state, agency, and department policies, procedures, and processes.

Talent Engagement

  • Manages annual cycle of Career Development Conversations and manages associated tools and processes.
  • Manages annual sustainability efforts of the IMD Role Cards.
  • Manages employee engagement initiatives including but not limited to 90-day reviews and Stay Interviews. Ensures that initiatives are effective and makes recommendations to IMD management for improvement as needed. Provides senior leadership to the Talent Engagement professional in charge of implementing these employee engagement initiatives and programs.
  • Conducts Exit Interviews and analyzes and reports on systemic trends. Makes recommendations to IMD management to address items of concern.
  • Manages, oversees, promotes, and develops employee recognition awards and programs.
  • Analyzes agency’s employee engagement surveys and recommends solutions to address issues found in the survey.

Leadership Development

  • Manages ideation and development of programs to develop and grow a culture of constructive feedback and coaching at all levels of the organization.
  • Manages evolution of manager and leadership capability programs.
  • Partners with and provides senior leadership to the IMD Learning and Development Manager, to develop and enhance existing IMD Leadership and Management programs.

Mentorship Program


  • Manages deployment oversight and provides strategic guidance for mentorship pilot program.
  • Manages development of a scalable plan to deploy across IMD.
  • Works with IMD L&D to identify training needs for mentors and mentees.
  • Oversees project management of the program in order to ensure successful implementation and progress.

Director Nomination Process


  • Works with the IMD Chief Talent Management Office and Executive team to identify annual business need.
  • Partners with business leaders to identify nominees.
  • Conducts and/or delegates any appropriate training to managers, nominees and sponsors.
  • Project manages the process end-to-end in order to ensure deadlines are met and process is successfully conducted.

Performs related work as assigned


WHAT YOU WILL BRING:


MINIMUM REQUIRED QUALIFICATIONS


Education:

  • Bachelor’s or advanced degree from an accredited college or university.

Experience:

  • Ten (10) years of progressively responsible human resources experience.
  • Three (3) years of experience developing, implementing, or monitoring performance management processes.
  • Experience in management and leadership development.
  • Experience engaging with multiple stakeholder groups.
  • Experience may run concurrently.


Registration, Certification, or Licensure:

  • None.

PREFERRED QUALIFICATIONS

  • Disciplined self-starter; resourceful and able to prioritize in a fast-paced environment.
  • Experience working with subject matter experts (SMEs) and cross functional teams.

KNOWLEDGE, SKILLS AND ABILITIES


  • Tracking project steps, responsibilities, issues, stakeholders, milestones, etc.
  • Intermediate to Advance knowledge of Excel, and PowerPoint.
  • Collaborating as part of a team and also working independently to deliver results.
  • Perform analysis on key process metrics and recommend process improvements that maximize efficiencies.
  • Create reports and document processes as needed.
  • Effectively communicate both orally and in writing, and to communicate with and influence peers and leaders.
  • Deliver results with minimal supervision in a dynamic and often ambiguous environment.
  • Establish and maintain harmonious working relationships with co-workers, agency staff, external contacts, and to work effectively in a professional environment.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS

Work is performed in a standard office environment and requires:
