Job Description

As the Modernization Evaluation and Change Management supervisor you will work across the collaborative of Department of Human Services (DHS) in partnership with executive and senior leaders, county leaders, Tribal Nations, and other stakeholders to oversee the development and implementation of integrated capabilities in evaluation and change management to improve Modernization project performance and achieve more successful outcomes for people served. In this position you will provide decision-making coordination and oversight, as well as tactical and administrative direction. You will manage agency-wide and externally facing initiatives, including organizational/cultural change management, organizational/program evaluation, and performance measurement. Also, you will consult with the Commissioner, Deputy Commissioners, Chief of Staff, and Assistant Commissioners, Directors and external leaders to develop, promote and maintain high quality outcomes for DHS agency-wide initiatives, Minnesota’s 87 counties, and multi-agency and multi-entity efforts.


Responsibilities

  • Supervise a team of six high level employees: three of whom provide planning, expertise, coaching and training to senior leaders in the Collaborative on Organizational and Cultural Change Management, three of whom provide evaluation planning, implementation and expert guidance to senior leaders in the Collaborative.
  • Manage high level coordination across DHS as it relates developing and embedding Evaluation and Change Management capabilities within existing Modernization efforts.
  • Work with and provide guidance to executives across the Collaborative working on Modernization regarding successfully managing change, conducting evaluation activities, and developing a performance management system.
  • Oversee staff who work across the Collaborative to develop and implement evaluation plans as well as working to develop and embed best practice organizational and cultural change practices across the collaborative.
  • Build and maintain key partnerships across the human services system, which includes working with DHS, county, and tribal executive leadership.
  • Partner with others on coordinated integrated service delivery efforts that impact the both agency and its partners.
  • This includes participation, support, and direction for agency-wide modernization workgroups to ensure they are effective and efficient, and relate to change management and evaluation components.
  • Serve as a liaison between DHS and other state agencies, county partners, tribal nations, and other interested stakeholders regarding human services program development and outcomes.
  • This can be as a participant in specific project groups that include DHS, MNIT, county, and other stakeholders.


Qualifications

Minimum Qualifications

Supervisory or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, or 1 year serving as an Employee Resource Group (ERG) Chair or Co-Chair at Department of Human Services) AND4 years of organizational development professional work experience demonstrating the following:
  • Change management
  • Program and utilization-based evaluation
  • Performance management

Preferred Qualifications

  • A Master’s degree in Organizational Development, Behavioral Science, Human Resources, Business Administration, Public Administration, Public Health or other related field.
