    About the Position: This position is with the United States Army Reserve Command, Office of Civilian Personnel Management Office, Training and Support Command, United States Army Reserve Branch, located at Fort Bragg, North Carolina.


    Responsibilities
    • Plan, develop, evaluate, and coordinate civilian human resource management programs by utilizing expert knowledge and skill in applying a wide range of civilian human resources principles, concepts, regulations, and practices.
    • Review, analyze, and identify the impact that changes in legislation, executive orders, directives, policies, and Department of Defense and Service/Agency regulations would have on the Army Reserve.
    • Serve as senior staff level civilian personnel management advisor for Office of Chief Army Reserve and United States Army Reserve Command to provide technical advice/assistance to managers in civilian human resource management functional specialties.
    • Prepare responses to Congressional Inquiries, Army Audit Reports, Inspector General Inspections, and Department of Army and Office of Personnel Management surveys.
    • Provide civilian personnel advice and assistance to managers in workforce restructuring by analyzing force structure changes, and proposed realignments of organizations and functions to identify and help mitigate impacts to the Civilian Workforce.
    • Provide advisory services to management on human resources programs such as workforce restructuring and surplus management, labor/management/ employee relations, and employee benefits.
    • Develop regulatory issuances, policies, and guidance on human resources programs.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Specialized Experience: One year of specialized experience which includes serving as a senior Human Resources civilian personnel management advisor and principal contact for management officials; developing solutions to complex problems of program improvement and organizational design; advising and reviewing force structure, staffing level changes, and proposed realignments of organizations and functions; assisting with evaluating table of distribution and allowances; and providing advisory services to managers on one or more of the following areas: workforce restricting and surplus management, labor/management and employee relations, and employee benefits.

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
