Job Description
Position will supervise and perform analytical work in the DHSS Applicant Services group in the areas of recruitment, classifications, and compensation. Preferred QualificationApplicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.
1. 6 months experience in using the advanced functionality of Microsoft Excel, such as building and using pivot tables, using the sort/filter functionality, developing formulas, data manipulation, import/export of data and linking multiple spreadsheets. Essential FunctionsEssential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Interprets, explains and applies applicable state and federal laws, rules, regulations, policies and procedures.
  • Develops and recommends policies and procedures consistent with merit system laws, rules, regulations, priorities, objectives and new federal mandates.
  • Develops and implements programs to ensure compliance with state and federal laws, the policies of the Office of Management and Budget and to meet operational needs of human resource functions.
  • Collects, analyzes and evaluates data from a variety of sources and presents/communicates information effectively.
  • Identifies and analyzes inquiries/problems/needs/issues, assesses their impact and generates and evaluates alternatives.
  • Provides recommendations, guidance and direction to management for the purpose of understanding, meeting organizational and operational goals and objectives and identifying/resolving problems/needs.
  • Implements human resource functions, policies, procedures, systems and plans.
  • Provides representation at meetings, hearings, contract negotiations, presentations, proceedings and committees.
  • Monitors and ensures compliance with state and federal laws, rules, regulations, policies and procedures, requirements, guidelines, contract agreements and budgets.
  • Conducts projects and studies.
Job Requirements

JOB REQUIREMENTS for Human Resources Specialist IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Bachelors degree or higher in Human Resource Management, Public Administration, Business Administration, Psychology, Sociology, Behavioral Science, Political Science or related field OR possession of a SPHR, PHR, IPMA-CP, IPMA-CS or equivalent professional human resource certification OR for current State employees, the Statewide Human Resources Certification.
  • At least three years experience performing professional human resource activities in a human resource office such as Labor Relations, Employee Relations, Benefits, Job Classification, Compensation Analysis, Pension, Recruitment, Selection or EEO/AA.
  • Three years experience in interpreting human resource laws, rules, regulations, standards, policies and procedures.
  • Six months experience in developing human resource policies or procedures.
  • Six months experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  • Six months experience in human resource management applying human resource theories, principles and models to the administration of at least one of the following functional areas: Labor/Employee Relations, Benefits, Job Classification, Compensation Analysis, Pension, Recruitment, Selection or EEO/AA.
Additional Posting InformationDue to a new requirement from the Centers for Medicare & Medicaid Services (CMS) the following mandate is effective January 27, 2022: As a condition of employment, employees providing health care services and/or support services in covered facilities must show proof that they have received the dose of a single J&J dose or the 1st dose of Moderna/Pfizer two-dose vaccine effective date January 27, 2022, and proof of the single J&J dose or the 2nd dose of Moderna/Pfizer two-dose vaccine by February. 28, 2022. Employees may not provide any care, treatment, or other services until proof is provided. Based on CMS guidance, the date for compliance may extend into March due to the health care facilities high vaccination rate of staff. If you accept a position with the facility, your Human Resources representative can provide more guidance. The only exception to these requirements is for those employees granted medical or religious exemptions from the COVID-19 vaccine as recommended by the Centers for Disease Control and Prevention, which may require weekly COVID-19 testing.
