The Human Resources Consultant II position, also known as the Law & Compliance Consultant, is a member of the Law & Compliance Division Team within the Human Resources Department. This position is responsible for leading highly complex workplace investigations involving allegations of harassment, hostile work environment, discrimination, and workplace bullying to include coordinating and conducting interviews; collecting and analyzing data; identifying any applicable laws or City policies affected; and writing comprehensive yet concise reports with findings and appropriate recommendations based on outcomes. This position may work closely with the HR Attorney on sensitive matters involving investigations; EEOC charges; unemployment claims; and lawsuits. The Human Resources Consultant II position may facilitate group discussions on employment laws; workplace policies, practices, and procedures upon request. The Human Resources Consultant II provides guidance and interpretation to supervisors and managers on the H-1 Discipline Without Punishment Personnel Policy and reviews related documentation. Also, this position provides guidance to employees on the H-2 Employee Complaint Resolution Personnel Policy. The ability to effectively communicate (verbally and/or in writing) with employees from varied and diverse backgrounds about sensitive subject matter using a high level of Emotional Intelligence and interpersonal skills are critical requirements for this role. This position also consults with employees and departments on ADAAA related matters and assists with exploring reasonable accommodations that will allow employees to perform the essential functions of their jobs. The Human Resources Consultant II position also conducts Exit Interviews with separating employees and provides feedback to Department Directors and the City Manager’s Office (CMO). This position serves on the Threat Assessment Team in both a proactive and reactive manner to reduce and/or minimize security risks to employees and the organization. This position currently requires some in-office work and also allows for remote work depending on business needs.

Hiring Salary Range: $63,307-$84,409 Full Salary Range: $63,307- $105,512 Annually

This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act

Qualifications

Minimum Qualifications:


  • Bachelor’s Degree
  • 4 or more years of experience leading highly complex workplace investigations involving allegations of harassment; hostile work environment; discrimination; and bullying.
  • 2 or more years of experience in facilitating group discussions on employment laws; workplace policies, practices, and procedures.
  • Experience using Microsoft Office including WORD, Excel, Outlook, and Teams.
  • Experience with the application of the Americans with Disabilities Act Amended Act (ADAAA) and the reasonable accommodations process
  • Active PHR or SPHR Certification; or SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP); or equivalent Human Resources certification.

Preferred Qualifications:
  • Certified workplace mediator
  • Bachelor’s or Master’s Degree in Public Affairs, Public Administration, Human Resources, Human Services or related field.
