This position is located in the Office of the Director of the Northport Healthcare System. The Health Systems Administrator - Assistant Medical Center Director functions as a member of the executive staff, in partnership with the Chief of Staff and the Medical Center Director.


Responsibilities

Responsible for the full range of administrative functions that fall within assigned program areas. Provides direct supervisory oversight and responsibilities for the following service sections: CBOC Administrator, Director's Office Staff Oversight, Fire Department, Data Management Department, and Facility Strategic Planning Section. The incumbent provides direct administrative oversight of the operation and planning associated with the five CBOCs and two Veteran Community Centers. Additionally, the incumbent serves as the medical center liaison for Human Resources, Prosthetics Service, Biomedical Services, as well as the National Cemetery Administration and the Long Island State Veterans Home.

Incumbent serves as the Assistant Director for the entire healthcare system, provides operational oversight and functions as the Administrator in Charge for the day-to-day operations of the five VA Clinics: Riverhead VA Clinic; Patchogue VA Clinic, Bayshore VA Clinic, East Meadow VA Clinic, and Valley Stream VA Clinic. Specifically, this includes providing guidance, fiscal responsibility, administrative and clinical function oversight to the CBOC coordinator in order to develop, facilitate, and execute contracts associated with the CBOC leasing to ensure that the efficiency and effectiveness of patient care remains consistent with organizational goals and objectives.

The incumbent serves as authority over respected functional areas of the Medical Center, and in tandem with top management, brief and advises on day to day basis in partnership with the Medical Center Director, Associate Director, Chief of Staff (COS), and Associate Director for Patient Care Services (AD PCS). Participates fully in policymaking and management decisions affecting the organization. Incumbent supports multiple facets of continuous readiness for all accrediting bodies, including The Joint Commission, Long Term Care Institute, and CAP for laboratory.

The incumbent oversees the facility Fire Department and Facility Paramedics. This section is directly responsible for providing Life Safety and Fire Safety oversight to the Medical Center, Community Living Centers, Residential Treatment Programs, and onsite contracted service housing (homeless shelter). The Fire Safety Team supports Life Safety Inspections for the CBOCs, Veteran Centers, as well as the Long Island State Veterans Home. In addition, the Fire Department is responsible for the medical transportation of acutely ill patients to the medical center Emergency Room.

The incumbent is responsible for implementing VA Central Office policies and regulations and governing administrative aspects of the health care facility. In order to affect the policies, the incumbent must apply skills in management theory, cost-benefit analysis, data gathering, and statistical analysis. Actively participates with senior management in developing and implementing planning initiatives and goals, which may be short-range as well as long-range. Some of the functions of this position involve different worksites and requires the analysis of many complex problems.

The incumbent oversees the administrative staff associated with the Medical Center Director's Office which support the Associate Director, Chief of Staff, and Associate Director of Patient Care Services as well as the Director's Office. The incumbent provides direct supervision service Administrative Officers or function in that capacity where none exist.

Evaluates needs of the various worksites and establishes processes to improve delivery of both administrative and clinical services. Included are plans that provide effective distribution of resources needed to accomplish the mission of the healthcare facility within those resources. Responsible for implementing and completing performance improvement reviews. These reviews will assure that the services provided by the healthcare facility are within the acceptable standards set by the accrediting agencies, which govern the quality of care for the health care facilities.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    You may qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is executive level analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition, applicants must also possess experience that demonstrates: (1) Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and (2) Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
