ICS has four (4) 1.0 FTE Limited Duration Health Equity Specialist Regional Leader (Program Specialist Senior) positions available at the following sites:

  • Billi Odegaard Dental Clinic/ Health Services Center/ Southeast Health Center

  • La Clinica de Buena Salud/ Mid County Health Center

  • North Portland Health Center/ Northeast Health Center

  • East County Health Center/ Rockwood Community Health Center

Multnomah County’s Integrated Clinical Services (ICS) operates the largest Federally Qualified Health Center (FQHC) program in Oregon, serving over 66,000 patients annually. The target population are people living below 200% FPL in Multnomah County, resulting in a diverse patient population that speaks over 80 languages and includes people experiencing homelessness, immigrants, refugees, school-age youth, and those who are uninsured. The FQHC program provides access to care for our target population via 24 clinics located throughout the County, including seven community health centers (five with co-located dental clinics), our HIV Health Services Center, 9 Student (school-based) Health Centers. Comprehensive primary care and preventive health services are provided at these locations in a Joint Commission-accredited Patient Centered Medical Home (PCMH) model that includes integrated behavioral health services. A cornerstone of our FQHC program is employing racially, ethnically, culturally, and linguistically diverse staff who reflect the target population, including people who are insecurely housed and people with limited English proficiency.

Limited Duration Assignments may last up to 2 years.

As the Health Equity Specialist Regional Leader ( Program Specialist Senior) you will:

  • Play a vital leadership role in expanding the organization’s capacity to address health inequities by bridging policy and programmatic activities focused on achieving health equity for populations experiencing health disparities.

  • Recommend and oversee action steps in order to strengthen the Health Center’s capacity to implement culturally responsive effective programming with a particular focus on BIPOC communities.

  • Assure the execution of health equity work for regional centers of excellence across Integrated Clinical Services, including implementing key metrics and benchmarks to evaluate success and progress of health equity work.

  • Act as the primary driver of the Health Equity program for the ICS clinics with a focus on program and strategy development for the community of this particular region.

  • Be responsible for leading and coordinating primary care, dental, and pharmacy teams' equity work in each geographic region and must be able to independently lead teams composed of physicians, nurses, dentists, pharmacists, and associated clinical staff.

  • Be accountable to the senior leadership team, Community Health Center Board, and assure alignment with the governing board's strategic planning related to health equity.

  • Serve to assure that the Countywide WESP initiatives are aware of health equity strategies in the health center program.

  • Create a work culture of respect, trust and understanding for the highly diverse populations the Health Department serves in the office and in the community.

Required Minimum Qualifications/Transferable Skills*:

Education/Training:

  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in public administration, business, public health or a related field AND

Experience:

  • Knowledge of social determinants of health, historical trauma and systematic racism and the impact on the health outcomes;

  • Knowledge of care issues affecting racial and ethnic minority communities;

  • Demonstrated ability to implement culturally competent and relevant programs;

  • Five (5) years of increasingly responsible and major program development, health equity, policy analysis, or program compliance/monitoring and evaluation experience.

  • Specific experience in developing or implementing actions or programs designed to improve health outcomes based on equity principles designed in partnership with racial or ethnic minority populations. This may include:

    • Evaluating community access to healthcare

    • Experience facilitating anti-racist, racial equity, racial justice training.

    • Developing community led health/wellness interventions

    • Data de-colonization and collaboration on patient engagement

Preferred Qualifications/Transferable Skills*:

  • Understanding of quality assurance and quality improvement processes

  • Experience with data design, management and communication

  • Experience in facilitating groups, community forums, and patient-centered engagement

  • Knowledge of federally qualified health centers (community health centers)
