Job Description
GENERAL DESCRIPTION

Under general supervision and in collaboration with other Abilene-Taylor County Public Health District (ATCPHD) employees, this position coordinates the activities associated with multiple grants that focus on community health. Specific areas of focus include chronic disease, obesity, physical activity and nutrition. Activities include conducting outreach, data collection and educating external partners. Preparing, maintaining and submitting reports to the Department of State Health Services (DSHS) and attending all necessary calls, meetings and conferences.

SUPERVISION EXERCISED

This position does not exercise supervision.

IMPORTANT AND ESSENTIAL DUTIES

Conduct community-based outreach, establish relationships and serve as grant liaison to city departments and outside organizations. Community-based outreach will require the employee to safely operate a vehicle.

Assist in the development and delivery of evidence-based educational materials and trainings to both internal and external stakeholders.

Prepare, maintain and submit work plans, evaluation plans, and other special reports. Submit to health department leadership and DSHS.

Under the direction of the Data Analyst, assemble, organize and tabulate statistical data. Prepare and maintain routine and special reports.

Conduct and attend meetings in person and virtually; collect and maintain meeting supporting documentation.

Perform presentations regarding public health issues. Assist with community based assessments.

Attend monthly conference calls and annual, in-person conferences as required by DSHS. Disseminate information to other divisions and leadership.

Participate in the development and submission of Request for Proposal (grant) documents.

Operate and care for a variety of administrative and program equipment including computers; systems using computers or computer related equipment such as copy machines, printers, television/monitors, scanners, telephones, radios; and assigned ancillary machines such as scales and audio equipment.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
Public Health District functions, processes and requirements.

Safe operation of assigned technology equipment.

Physical activity and nutrition principles and CDC recommended guidelines.

Skill to:
Communicate clearly and concisely, both orally and in writing.

Develop and conduct presentations to internal and external stakeholders.

Use office systems such as Microsoft Office Suite Word, Excel, and PowerPoint, and Internet-based systems such as Google Drive.

Safely operate a motor vehicle.

Use data entry techniques at a speed necessary for successful job performance.

Operate assigned administrative and program equipment.

Ability to:
Maintain confidentiality and perform responsible administrative, clerical and management work with accuracy, speed and minimal supervision involving the use of independent judgment and personal initiative.

Conduct public speaking engagements.

Participate, develop and maintain accurate record keeping systems.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:
Some experience with grants is preferred. On the job training will be provided.

Education/Training:
High School Diploma or GED is required.

Some college coursework is preferred. The focus should include education, public health, communications, fitness or other related fields.

License or Certificate:
A valid current Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Special Requirements:
Essential duties require the following physical skills and work environment:

Work is performed in a standard office environment, but some work may be performed in a non-standard office environment such as in a mobile or temporary location and may include exposure to cold, heat, noise, outdoors, vibration, chemicals and biological hazards.

Work may require the ability to sit, stand, walk, run, kneel, crouch, stoop/squat, crawl, twist, and climb.

Potential exposure to persons with various infectious/non-infectious diseases

Travel to different local sites as well as other required travel in conjunction with ATCPHD objectives.
