Job Description

The GIS Analyst serves an essential role at White House Utility District by ensuring employees have access to highly accurate spatial data related to district assets, as well as GIS-related tools and applications, all of which encourage and enable the exploration and innovation of high-efficiency workflows and improved service to WHUD customers.

Specifically, this position supports the day-to-day operations of the district in the collection, recording and publishing of high-accuracy spatial data that reflects actual conditions and assets, as well as the development and maintenance of a variety of GIS-related tools and applications that are used by every WHUD department. The position is expected to analyze complex and comprehensive data sets in order to help the district proactively identify trends, issues and opportunities, as well as assist in the integration and maintenance of the district’s robust network of tools. This position is essential to the district’s ability to effectively and efficiently maintain its infrastructure, and ensure the continuity of high quality, safe and reliable service to customers.

The GIS Analyst reports to the GIS Administrator and must demonstrate a comprehensive understanding of GIS. He or she must also display a genuine desire to serve others, as well as the ability to multi-task and make critical decisions in a timely manner. The GIS Analyst is integral to the district’s ability to provide excellent service to its customers, which will occasionally require work to be performed outside the course of regular business hours.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in geography, GIS, or a related field with a GIS certificate
  • Requires experience in the following:
    • ESRI ArcGIS Online (web services, maps, applications, etc.)
    • ESRI Desktop Applications (ArcMap, ArcGIS Pro)
    • ESRI Mobile Applications (Collector, Survey123, etc.)
    • Java, HTML, Python, or other programming language
    • GPS survey equipment
  • Knowledge of the following:
    • CMMS applications
    • CIS applications
    • Microsoft Office Suite / Office 365
    • Spatial datasets and relational database management systems

REGULAR TASKS/ACCOUNTABILITY:

  • Data entry
  • Performing QA/QC of data for accuracy and to adhere to the district’s data standards
  • Analysis of spatial data in order to identify trends and opportunities for improved service
  • Converting data into a format that can be used in GIS or other applications
  • Developing and publishing district maps, online or paper, that will assist departments in their day-to-day workflows
  • Troubleshoot and resolve end user issues with GIS and GIS-related technologies
  • Assist in the integration of data between various software programs and applications
  • Assist in the development and maintenance of Esri mobile application solutions, as well as training users and using the data submitted
  • Periodically collect GPS field data and troubleshoot GPS equipment issues
  • Coordinate with GIS Administrator and team members on various district projects
  • Participate in regular strategic planning sessions with internal and external constituents
  • Other duties as needed

ENVIRONMENT, PHYSICAL & SPECIAL REQUIREMENTS:

  • Sit at a desk with frequent standing and movement including bending, stooping, and/or kneeling
  • Lift and move objects weighing up to fifty pounds
  • Read small numbers accurately
  • Work in an environment that involves everyday risks or discomforts that require routine safety precautions typically found in an office
  • Employees are required to be legally eligible to work in the United States for a Public Utility
  • Must possess a valid driver’s license and maintain a motor vehicle record that is insurable
  • Must pass an extensive background check
  • Must be willing and able to report to work for emergency duty in the event of a man-made disaster or an act of God. Emergency duties may involve tasks outside the scope of the employee’s normal work routine.

The starting pay for this position is $26.44/hour. Wages may be negotiated based on prior experience, applicable certifications and licenses, and other credentials. Before hire, the individual must pass an extensive background check and drug screening.
