JOB DESCRIPTION: Geospatial Analysts create, analyze, and interpret spatial data to support U.S. military and policymaker interests. Responsibilities

ADDITIONAL INFORMATION: The NSG/ASG Targeting Support Branch provides oversight and guidance for geospatial accuracy assurance and targeting processes, to include support to Target Coordinate Mensuration (TCM) Certification and Program Accreditation. Position is for a Geospatial Analyst to serve as a member of the TCM Certification Team. The certified TCM analyst ensures the TCM certifications for TCM Programs within DoD, CCMD, and foreign partners comply with established standards in CJCSI 3505.01. The Analyst contributes to facilitate policies, directives, and instructions for individual TCM processes and testing to implement the NGA Certification program as outlined in the CJCSI 3505.01 and the Instruction for the NGA TCM Certification. The Analyst will develop, coordinate and communicate certification standards to varied audiences, including the Services, Combatant Commands, Joint Staff (J23), Allies and Foreign Partners. Travel is required. Applicants will be tested for stereo acuity prior to selection. Positions are located at the NGA Campus West in St. Louis, MO.     SPECIAL REQUIREMENTS:
    You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

    Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.


    NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

    This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601.     Qualifications

    MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

    1. Demonstrated targeting experience and precise point mensuration. Must be currently TCM Target Material Production (TMP) Certified. 2. Demonstrated familiarity with photogrammetric analysis principals, targeting GEOINT standards, and targeting policies. 3. Possess experience and/or understanding of deliberate targeting and target material production processes and certifications. 4. Demonstrated ability to manage multiple projects. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Geographic Information Systems (GIS), Computer Science, Geography, Physical Science, Data Analytics, Cartography, Statistics, or a related field -OR- a Bachelor's degree in any discipline with a certificate in GIS from an accredited university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in GIS, spatial analysis, or any area listed in option A, plus experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or a related area that demonstrates the ability to successfully perform the duties associated with this work. PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses; Stereopsis ability; Far visual acuity of 20/30 or better binocular with or without corrective lenses

    DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

    1. Possess experience with all or some of the following software: SOCET GXP, DIEE, CGSWEB, MSP, CGS, and/or computer-aided targeting software. 2. Experience with National, Civil, and/or Commercial imaging systems, image processing, and image exploitation. 3. Currently certified as a Certifier for TMP Program. 4. Demonstrated working experience as part of a team.
