Posting Text The South Dakota Board of Regents is seeking candidates for a Financial Analyst position. This is a full time benefit eligible position that is located in Pierre, SD.

The purpose of this position is to perform professional accounting work which requires the understanding and application of formal accounting principles and practices to ensure financial record keeping and procedures meet acceptable standards. Incumbents regularly handle matters of a highly confidential or sensitive nature.

The primary responsibilities of the position include:

  • Assisting in the preparation financial and budget reports in accordance with GAAP, National Association of University Business Officers (NACUBO) and established Regental procedures at the Regental level. Assistance includes creating and maintaining excel templates that stream line the preparation process, collecting and reviewing campus data for accuracy and consistency, preparing system cash flow statement and also assisting campuses with preparation of financials. Take all data sent from the campuses and combine it to create the combined financial.

  • Creating and maintaining worksheets that assist the Board Office in analyzing the financial position of the various campuses. Performing analysis on the information collected for the Board.

  • Maintaining the EnergyCap system which includes training and aiding campus staff to ensure that the proper data is put into and pulled out of the software. Aid the budget department in the analysis of the annual utility data that is used to determine each year’s utility budget. All changes to a campus’s setup are performed by this position. Assist campuses with how they might us the system for their own campus needs. Work with the Office of the State Engineer to make sure that the system is being used properly and that the state is getting good data.

  • Preparing the Facilities Utilization Report and work with the campuses to ensure that the data is as accurate as possible. The preparation of this report also includes visits to campuses to make sure that the data in the system is correct.

  • Collecting data and oversee Private Use information on bonded facilities and calculate the percentage of use to ensure compliance with bond convenants Ensure that all required information is posted on EMMA website related to required due diligence and bond compliance. Assist in gathering information for Due Diligence and Official Statement disclosures.

  • Helping Board Office staff with problem solving when it pertains to how to pull accounting information from the banner system and making sure that the data is accurate.

  • Collecting data, and perform fiscal, payroll and budgetary analysis; monitor procedures and policies to ensure that all work on projects submitted through the Regents are adhered.

Requires a four year degree in accounting, finance, business administration, or related field; or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting principles and practice including but not limited to Governmental (Fund) Accounting, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements and statements.

Three years preferred experience as an accountant and experience with accounting principles. Other combinations of experience and education that meet the minimum requirements may be substituted. Knowledge of accounting practices and ability to follow a chart of accounts. Experience with accounting programs desirable. Ability to multitask and work with limited supervision.
