General Description of the Position

The Financial Administrator III is responsible for performing general ledger accounting duties within the Division of Finance and assists in safeguarding the integrity of the University’s financial information through timely and accurate recording, reporting, and reconciliation of financial transactions. This position assists in the preparation of financial statements, the monthly closing process, and preparing and coordinating information for the University’s annual audits. The accounting functions assigned to this role include but are not limited to: journal entries, monthly/quarterly reconciliations, bank reconciliations, invoicing, analyses, research activities, internal control, reporting, banking relations, cash management, and ledger maintenance for the provision of excellent service to University stakeholders and to ensure compliance with established Federal, State, and University policies and procedures. The incumbent may also perform various financial functions as it pertains to accounts receivables, accounts payable, student refunds, petty cash, payroll and administration for the University travel and purchase card program. Successfully performing the responsibilities requires a solid understanding of accounting principles and practices, as well as sound judgment, attention to detail, and effective time and task management skills, with the proven ability to multi-task, prioritize and complete work tasks timely and accurately, particularly in fast-paced, high volume work environment. A lack of these key abilities could result in significant fines, sanctions, audit findings, or other penalties for the University. The ideal candidate for this position is a self-directed, dependable accounting professional with excellent customer service abilities, innate leadership abilities, excellent communication skills (oral and written), critical thinking skills, and is flexible and resourceful to support the needs of a transformational organization. The incumbent is responsible for supervising the Cashier.

Essential Functions
The following are the functions essential to performing this job:

  • Performs general ledger accounting-based functions, including account analyses and review, reconciliations, invoicing, ad hoc reporting, and recording financial transactions to the University’s general and subsidiary ledgers
  • Review, research, and reconcile general ledger, subsidiary ledger, bank, investment, petty cash, fund, and/or clearing account activity to ensure accurate and timely recording and reporting, to include researching and resolving variances
  • Assist the Controller with coordinating cash flow needs, cash management, and banking relations
  • Process financial transactions in the State of Delaware financial systems (First State Financials)
  • Assist with preparing and processing filings to the IRS, State of Delaware, and other regulatory/reporting agencies
  • Provides support and assistance for audits, accounting research, processing accounting documents, monthly/annual closing process, and financial reporting
  • Participate in cross-functional teams and taskforces to resolve issues, evaluate and analyze changes and trends in higher education, coordinate business process redesign, streamline processes, and implement best practices
  • Assist with implementation and monitoring of internal controls, processes, procedures, and policies to safeguard data, ensure financial integrity, mitigate risk, and improve the quality, efficiency, or level of customer service provided by Finance
  • Oversee the daily operations and business processes of the Cashier
  • Assist Finance staff and other University departments with inquires and accounting-related issues and serve as a back-up to other functional areas of Finance/other responsibilities special projects as assigned

Qualification Standards

  • Bachelor’s Degree in Accounting, Business Administration or related field or five years of equivalent acceptable combination of education and experience
  • Three or more years of experience in general ledger accounting, which includes recording, reconciling, and reporting financial information using Generally Accepted Accounting Principles (GAAP), preferably in higher education or government accounting. Experience in fund accounting a plus
  • Three or more years of experience in bank or account reconciliations, general ledger, balance sheet or subsidiary account activity, and/or financial statements preparation and/or analysis
  • Proven ability to independently set priorities and manage multiple tasks to meet productivity and performance goals and achieve desired results on a consistent basis
  • Excellent communication (written and verbal), time management, critical thinking, and customer service skills
  • Demonstrated ability to utilize creative problem solving techniques and collaborative learning to find solutions to complex problems
  • Demonstrated ability to exercise accuracy, attention to detail, integrity and professionalism in all phases of work
