FEDERAL POLICY & ADVOCACY MANAGER


About LWVUS:

The League of Women Voters, a nonpartisan political organization, has fought for nearly 100 years to improve American systems of government and impact public policies through citizen education, advocacy, and litigation. The enduring vitality and resonance of the League as a trusted force for change and good government comes from its unique decentralized structure: a national organization with strong partnerships at the grassroots level with more than 750 state and local Leagues across the country including the District of Columbia. At the national level, League activities are coordinated and staffed by two distinct but complimentary organizations: The League of Women Voters of the United States (LWVUS) and the League of Women Voters Education Fund (LWVEF).

Position Description:

The Federal Advocacy Manager will support the development and implementation of our federal advocacy and government relations efforts. The Federal Advocacy Manager will work across departments to build and strengthen relationships with Congressional and Administration officials, advocates and policymakers, assist in the development of strategies for engaging key stakeholder groups, manage advocacy efforts, and identify and work with the team to create action plans around new advocacy and policy opportunities.

Principal Responsibilities:
  • Track and help to progress LWVUS advocacy goals, including collaborating across internal teams to identify and monitor progress throughout the year.
  • Manage the development, coordination and execution of legislative campaigns and advocacy capacity through internal and external relationship building, communications and trainings including webinars, conferences, conference calls and other presentations.
  • Provide project management of advocacy campaigns, assist in the development of legislative goals and strategies, and coordinate internal support including communications and research deliverables.
  • Demonstrate policy knowledge in coalition meetings and by presenting at conferences and events.
  • Attend and represent the organization in Congressional and administrative hearings and meetings to secure support and advancement of priority policies.
  • Draft testimony, letters of support, meeting requests, and other documents relevant to advocacy priorities.
  • Provide regular reports, updates, and other communications on progress to goals on legislative campaigns, advocacy initiatives and other projects.
  • Work with the Director, Government Affairs to develop broad strategies and polices related to implementation of the LWVUS Strategic Plan.
  • Monitor, analyze, and track state and federal legislation.
  • Participate in the development of policy positions, strategies, and execution of tactics to influence state and federal legislative activity.
  • Inform, strategize, and coordinate where appropriate the organization’s participation in grassroots advocacy efforts to achieve government relations goals.
  • Work collaboratively with colleagues across the organization to develop and implement effective advocacy strategies and grassroots advocacy campaigns.
  • Manage the day-to-day operations of the LWVUS Lobby Corps and maximizes its potential for growth and outreach.
  • Other duties as assigned.

Qualifications:
  • 3 years experience in policy and legislative research, which may include experience in federal or state legislature, academic research, or community organizing around voting rights issues. Hill experience a plus.
  • Understanding and willingness to commit to LWVUS’s mission of empowering voters and defending democracy, as well as passion for working with communities of color to build, wield, and share power and capacity to improve their communities and bring about broader social change.
  • An understanding of federal and state legislative processes and the federal regulatory process.
  • Solid written and oral communication skills are a must.
  • Strong relationship builder with ability to grow and maintain relationships with partners, legislative and executive staff, and League affiliates is necessary.
  • Team player and willingness to take initiative to solve problems.
  • The ability to produce consistent, quality work in a fast-paced environment is essential.
  • Commitment to advancing economic, racial, and gender justice is essential.
  • Familiarity with legislative tracking process or software is a plus.
Salary and Benefits: The salary range for this position is $75,000 for a one-year term with option to renew based upon performance and funding. We have a generous benefits package that includes 95 percent employer –sponsored health insurance, dental and vision insurance, paid holidays, vacation days, sick days, pre-tax transit benefits, and the opportunity to contribute to a 401(K) plan.

This position is located in Washington, DC., however, employees will work remotely until further notice.
