Job Description:Provides technical advice and assistance related to ammunition and explosive operations. High Explosives Work: Applies the concepts, policies, and guidelines contained in numerous SOPs/Risk Assessments to thoroughly inspect and/or modify foreign and/or domestic ammunition or explosives. Before modification of domestic or foreign ammunition/explosives, reviews available models, drawings, x-rays and schematic diagrams. Formulates plans to safely and effectively modify ammunition for static detonation. Reviews test plans to ensure that all technical test requirements are met. Collects test data by preparing written inspection reports on damage to munitions before and after rough handling, packaging, or transportation tests or munitions that have been fired and recovered for analysis tests. Critically inspects ammunition and components before and after environmental tests or sequential rough handling tests (e.g., drop, bounce and vibration) for extreme damage or deformation prior to assembly into test rounds. Prepares explosive charges for static detonation tests and employs series, parallel and combination firing circuits to fire charges. Searches firing and recovery ranges for hazardous unexploded ordnance and other live and inert ammunition components. Collects unserviceable, deteriorated and obsolete explosives and residue, ammunition and ammunition components from loading plants, test sites and storage areas. Prepares demolition pits, determines compatibility of items to be placed in pits for destruction, and engages in demolition operations by burning or detonation in accordance with Federal and State environmental regulations and permits. Equipment Operation and Maintenance: Sets up, adjusts, operates and performs first echelon maintenance on a variety of specialized machines and equipment. May use the following kinds of equipment: hydraulic drill press, electrical screening blending equipment, hydraulic multipress, hydraulic driver ammunition crimpers, fuze assembly and disassembly machine, reversible torque application machine, bullet pull apart machines/tensile testers, automatic lathe, power hack saw, power band saw, and hydraulic driver explosive cavity drilling machine. Operates heavy machinery directly or by remote control, from behind barricades or inside bomb proofs. In addition, uses a variety of hand tools and devices. Uses portable propane burners, oxyacetylene torches and equipment for residual propellant decontamination and demilitarization of tracers in projectiles. Uses a variety of magnetometers to search for Unexploded Ordnance (UXO). Satellite Accumulation Site(s) (SAS)/TSS/TSDF Management: Assists in the management and disposal of Hazardous Waste Munitions (HWM) by ensuring compliance with requirements relative to receiving, labeling, marking, handling, storing, packaging, inventory and record-keeping of HWM. Performs mandated inspections of the SAS, TSS and the TSDF (OB/OD) as promulgated by Federal, State, DOD and local regulations. Incumbent may work in different areas to include ammunition, weapons, environmental conditioning or ballistics. Provides full range of ammunition/explosives accountability functions including: physical inventories, data input/output, compatibility storage, research, ammunition warehousing, and similar functions. Processes issue and turn in of ammunition and explosive materials. Prepares JHAs and conducts/participates in HAWGs for ammunition processes and modifications. Provides job related training to various audiences. Performs underwater explosives work. Conducts ammunition related research.

Qualifications:Must possess a certificate from the Naval School Explosive Ordnance Disposal (NAVSCOLEOD), must have 4 years as an EOD Technician loading, assembling, and packing ammunition, or comparable military experience; Must possess a Class C CDL endorsed for HAZMAT and air brakes within 6 months of employment. Must possess, within 9 months of employment, (a) an Ammunition Certification Level III in accordance with ATC Regulation 350-8, and (b) an Explosive Test Operator Certification in accordance with ATC Regulation 350-7. ATC’s Ammunition Certification Authority may extend the time limit when organizational requirements hinder the certification process. Must possess a Hazardous Waste Operations and Emergency Response (HAZWOPER) Certificate within 6 months of employment. Must possess a Forklift License within 6 months of employment. Must possess a clearance for unaccompanied access to Arms, Ammunition, and Explosives (AA&E) within 6 months of employment. ATC's Ammunition Certification Authority (ACA) may extend this time limit for individual cases where the ACA finds that a delay in the clearance process is not the responsibility of the applicant.
Essential Functions Form:UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION May require sitting in front of a computer for extended periods of time (up to 30%). The ability to bend, stoop, squat, crawl, crouch, kneel, reach above shoulder level and climb into or under a vehicle is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%). The ability to push and pull as well as lift and carry up to 50 pounds is required (up to 50%).DESCRIPTION OF WORK ENVIRONMENTWork environment may be inside or outside depending on the task. The ability to work in outside field conditions that include hot and cold extreme temperatures and other outdoor climatic conditions is required (up to 25%). Must be able to work in areas where only portable restroom facilities are available (up to 25%). Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task. Position will require multiple task efforts. Work may require being assigned to shift work (up to 20%).

Uses a variety of magnetometers to search for unexploded ordnance (UXO).CRITICALITY OF ATTENDANCEAttendance is critical at all times during normal duty hours. Work outside of normal duty hours, including weekends and holidays, may be required with as little as one-hour advance notice.OTHER ESSENTIAL FUNCTIONSMust be capable of obtaining an Ammunition Skill Levels I, II, and III within 9 months of employment. Must possess or acquire Associate Test Director Certification within 6 months of employment. Must possess or be capable of obtaining a Class C CDL with a HAZMAT endorsement and air brakes within 6 months of employment. Must possess a Forklift License or be able to obtain one within 6 months of employment. Must be able to communicate effectively. Must be able to obtain an interim secret security clearance in order to gain access to required areas, networks and systems within thirty (30) days of date of your offer letter. Must be able to obtain and retain a secret security clearance. Must be able to provide proof of U.S. citizenship. Must be able to obtain and retain unescorted access to work areas, arms, ammunition and explosives. May be subject to hearing tests, laser eye exam, and complete blood count. If working with depleted uranium, an Urinebioassay and Invivo lung scan may also be required. May be subject to other physicals or exams if required to wear a respirator or are designated by the COR to have other physicals due to the work area in which you are assigned. May be exposed to noise, temperature, dust, and solvents. Must be able to wear personal protective equipment as required. Must have a valid driver’s license and personal transportation for the purpose of moving around the proving ground to accomplish job functions and in order to operate a rental vehicle if and when travel is required. Must be able to obtain a military driver’s license within 30 days of employment.
