The Illinois Department of Children and Family Services is seeking an organized, energetic individual to serve as Northern Region Facilities Manager. Under direction, this position will travel to regional facilities and coordinate building requirements. The position will investigate complaints regarding environment and Department of Labor Occupational Safety and Health Standards and evaluate and resolve such complaints. The position will support the direction of the region’s Property Control Program and instruct staff on Agency policy, rules, and regulations pertaining to property and facilities management. Job Responsibilities

1. Serves as Northern Region Facilities Manager

  • Drives or travels to regional facilities
  • Coordinates all building requirements
  • Investigates complaints regarding environment and Department of Labor Occupational Safety and Health Standards citations and evaluates and resolves such complaints
  • Oversees contractual service programs relating to building maintenance services, such as janitorial, heating and air conditioning, waste recycling and disposal, and security
  • Monitors to ensure copiers, fax machines, etc. are functioning at optimum levels and recommends changes
  • Assists emergency management staff in the development and implementation of emergency and evacuation plans for regional facilities as policy and procedures are revised
  • Collaborates with managerial and administrative staff to plan office moves to new locations
  • Reviews requests for such moves by documenting feasibility studies to determine cost of equipment, facilities, and moving of office space to determine approval or denial of request
  • Recommends procedural guidelines for moving vendors to ensure all equipment and furniture are moved as contracted
  • Finalizes plans and specifications

2. Supports the direction of the region's Property Control Program and instructs staff on Agency policy, rules, and regulations

  • Monitors to ensure compliance with rules and regulations
  • Conducts physical inventory

  • Examines and resolves inventory discrepancies
  • Confers with manager to review and resolve discrepant audits and recommend procedures to improve inventory program
  • Advises staff of inventory policy and procedures
  • Coordinates the assignment of inventory tags to all newly purchased equipment
  • Transfers all items from within the region, including all lease purchase equipment
  • Coordinates the surplus of equipment with appropriate administrative staff
  • Approves transfer and disposal of property
  • Composes memos to staff and managers regarding the damage, delivery, location, disposal, and transfer of property

3. Works closely with the Agency's Security System's Coordinator to ensure the region's compliance with Agency safety standards

  • Provides assistance and input in the distribution of key codes and keys and the ongoing maintenance of security systems

4. Provides input into the evaluation and implementation of the Agency's goals for meeting and maintaining Council on Accreditation standards which are specifically related to the management of facilities, equipment, and record keeping

5. Organizes goals and objectives for the distribution/delivery of internal and inter-office mail delivery for the region

  • Prioritizes pick-up and delivery of internal and inter-agency materials
  • Works cooperatively with administrators and supervisory staff to ensure needs are met in the most efficient and economical manner

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration

2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program
