Job Description

Epsilon Systems Solutions, Inc. Mission Readiness Group has a job opportunity for a full-time Estimator II in National City, CA.

Summary: Prepare cost estimates, POA&Ms and associated reports for product manufacturing, construction projects, or services to aid management in bidding on or determining price of product or service. Responsible for material and/or labor cost analysis and estimations for proposal efforts. Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives.

Duties and Responsibilities:

  • Reviews engineering plans and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects.
  • Thorough knowledge of Microsoft Project.
  • Assists the Estimator Manager in developing Technical Proposals to include POA&M generation, Manpower Curves, etc.
  • Develops detailed POA&M meeting 9090-310 (current rev) requirements and associated reports.
  • Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates/schedules (009-60).
  • Analyzes blueprints, specifications, proposals, and other documentation to prepare fixed-price, time and material, cost plus, and labor/level of effort estimates for products, projects, or services.
  • Participate with functional organizations on any DCAA/DCMA audits.
  • Performs pricing of proposals and directs support of pre-award, post-award and fact finding audits.
  • Assist in development and maintenance of cost estimating system and other cost estimating duties to achieve business objectives.
  • Computes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work, preparing bids, and determining cost effectiveness.
  • Makes site visits to ensure the full scope of the project is understood before estimating subcontractor, labor and material requirements.
  • Estimates the labor requirements by trade based on engineering plans and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects.
  • Performs other duties as assigned.
  • Reports to Lead Estimator.
  • Provide estimates and schedules in the format required by the Estimating Manager and/or Lead Estimator.

Required Qualifications

  • Education: Bachelor’s degree in Business Administration or equivalent related field experience.
  • Work Experience: Minimum 3+ years estimating and/or planning depot (shipyard) level Navy ship repair and modernization HM&E and CS projects at the trade level for labor requirements, subcontractor support requirements, and material requirements or equivalent related shipboard/ship repair experience.
  • Excellent communication skills
  • Must be familiar with NAVSEA Standard Items.
  • Successful candidate must be knowledgeable of raw materials, production processes, quality control, costs, and other repair techniques for maximizing the accuracy of the estimate. Candidate must also be knowledgeable of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
  • Must be able to obtain and maintain DOD clearance.

Preferred Qualifications

  • Current or prior DOD clearance.

  • Frequent standing, sitting, walking, handling, feeling with hands, reaching with arms.
  • Prolonged sitting and use of computer, (typing, keyboarding, data entry)
  • Regular communication (hearing/speaking).
  • Occasional stooping, kneeling, and crouching.
  • Occasional lifting up to 50 pounds.
  • Vision requirements include: close, distant, color perception, peripheral, depth and ability to focus.
  • Noise conditions range from very quiet to some noise.
