    Responsibilities

    Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of the Commissioner, Privacy and Diversity Office, EEO Division. These positions will be filled in one or more of the following locations: Baltimore, MD, San Diego, CA, Miami, FL, San Francisco, CA, Los Angeles, CA, Chicago, IL, Houston, TX, and El Paso, TX.

    The EEO Specialist provides guidance and direction on the affirmative -employment and the complaint adjudication programs for a large field or center organization(s) within the agency. At the headquarters level, work assignments to include multiple EEO functions designed to support compliance with EEO and civil rights requirements pertaining to the agency discrimination complaints, affirmative employment program, or diversity and inclusion program.

    This position starts at a salary of $76,721.00 (GS-12, Step 1) to $118,603.00 (GS-13, Step 10) with promotion potential to $118,603 (GS-13 Step 10). Duties of this position include:

    • Advising managers and officials of the organization on their responsibilities for all aspects of the EEO and diversity and inclusion management programs.
    • Reviewing and monitoring progress toward annual and long-range affirmative employment goals, and assists managers in taking action that will expedite achieving these goals toward accomplishing special emphasis goals and objectives.
    • Engaging in activities to support underrepresented minority communities and implement ways to educate and attract minorities, women, and persons with disabilities to apply for positions within CBP to meet the agency's commitment to achieve a culture of diversity and inclusion in the workplace.
    • Promoting the Alternative Dispute Resolution (ADR) and schedules mediation sessions with the appropriate agency official with the ability to resolve the matter following agency policy and procedures.
    • Counseling employees and applicants who believe they have been discriminated against. Interviews Complainants, witnesses, and respondents to obtain factual information relevant to a complaint of employment discrimination.

    QualificationsExperience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
    • Conducting broad or complex EEO Complaint cases and investigations;
    • Obtaining formal statements and statistical evidence needed to present recommendations; and,
    • Reviewing and analyzing regulations and policies for impact on EEO programs.
    Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
    • Developing and/or delivering EEO training programs for management and employees;
    • Formulating policies, directives and strategies to foster ad support the development of diversity and inclusion management programs for the agency; and
    • Analyzing regulations, policies and/or data extracts from databases for impact of EEO programs and/or to provide high level customer service.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must:
    • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
    • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/08/2021.
    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     Residency: There is a residency requirement for all applicants not currently employed by CBP.
