Job Description

SUMMARY

Conduct plant environmental monitoring, sampling, reporting, recordkeeping, and coordination in support of air permit, water permit, hazwaste regulations, and site plans. Reports to the Sr. Director of Environmental Health & Safety and participates in a team environment with the Operations & Maintenance departments to ensure environmental responsibilities are understood and policies are being followed, provide guidance/suggestions, and collaborate on problem-solving, where needed. Coordinate follow-up activities with other related to deficient findings from monitoring, inspections, site audits, and/or incidents. Assist/lead with regulatory reporting and notification according to Oregon DEQ, City of Portland, and US EPA. Create updated drawings using AutoCAD and/or generate diagrams to regulatory plans and procedures. Implement activities related to Oregon Title V Operating Permit System, Federal Hazardous Waste regulations, Federal Resource Conservation & Recovery Act (RCRA), National Pollutant Discharge Elimination System (NPDES), Emergency Planning & Community Right-To-Know Act (EPCRA), Comprehensive Emergency Response, Compensation & Liability Act (CERCLA/Superfund), Toxic Substance Control Act (TSCA), Federal Insecticide, Fungicide, Rodenticide Act (FIFRA).


Duties and Responsibilities

The following duties are typical for this role. Other duties may be assigned to address business needs and changing business practices.

  • Attend internal & outside meetings, briefings, seminars, required regulatory training, and lead regulatory compliance inspections, tours, etc.
  • Design/plan changes to established sampling protocols and systems.
  • Assist with scheduling of training provided by department. Participate/lead training in areas of assigned responsibility.
  • Produce semi-annual & annual compliance reports for local, State & Federal agencies.
  • Evaluate test results.
  • Administer environmental information management system that performs required calculations and generates environmental reports.
  • Perform calculations required in support of compliance.
  • Utilize permit numbering, records management numbering, and document numbering system and prepare compliance activities.
  • Make adjustments and document changes to established engineering/technical calculations and procedures. Prepare estimates, technical calculations as required.
  • Review compliance plans to ensure accuracy of plans and compliance to design specifications.
  • Participate in large onsite projects, and lead small ones, that may involve consultants and contractors for environmental work, repairs, cleanups, etc.
  • Maintain accurate records of waste activities, Title V Permit Compliance, Stormwater Permit compliance, & hazardous materials training.
  • Participate/lead environmental compliance activities such as download data from monitoring systems, taking samples according to regulatory standard practices.
  • Other duties as required, some of which will be related to department administration.

  • Must have excellent computer skills as demonstrated by the ability to compile and present information and data utilizing Microsoft Office. Advanced skills with MS Excel including the ability to use formulas, as well as sort and graph data (experience with similarly complex software, such as statistical software may be used to demonstrate this skill or experience).
  • Advanced attention to detail beyond regular job expectations to generate zero error regulatory submittals.
  • Works on projects/matters of limited complexity in a support role. Work is closely managed.
  • Ability to exercise discretion and some independent judgment.

Education and Experience

  • 1-2 years of experience in environmental compliance activities commensurate with Environmental Technician/Coordinator level.
  • Bachelor Degree preferred in a science, engineering, computer; OR technical related subject experience with an Associate Degree or equivalent post high school training may be accepted.
  • Has or able to obtain a 40-Hour HazMat Supervisor certification, EPA Land Disposal Restriction certification, & EPA Method-9, 22 certification.

Working Conditions

  • Office setting (85% of the time)
  • Will gather information in a heavy industrial environment (<15%). The plant conditions will require: work around traffic and heavy manufacturing equipment, work at heights on scaffolding and ladders, in dim-lit areas, on slippery or uneven surfaces, exposure to heat, cold, noise, grease, smoke, fumes, gases, chemicals, and inclement weather conditions.
