    DutiesSummary

    This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

    Responsibilities
    • The incumbent plans and executes the assigned program or develops alternate engineering and environmental management
    • Establishes contacts within the scientific and professional community to exchange information and to learn newest techniques for program Improvement.
    • Prepares various scope of work statements for the procurement of services provided by Architect/Engineering WE) firms.
    • Initiates special projects and program surveys and service contracts and takes all necessary actions to assure compliance with legal and regulatory requirements.
    • Prepares and presents briefings to higher level management and command staff presenting information regarding program progress or recommending program enhancement.

    In order to qualify, you must meet the education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience.     Basic Requirement for Environmental Specialist:

    A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

    B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to the GS-11 grade level in the federal service which includes planning and executing the assigned program or develops alternate engineering and environmental management solutions.;Preparing and presenting briefings to higher level management and command staff presenting information regarding program progress or recommending program enhancement; Preparing various scopes of work statements for the procurement of services provided by Architect/Engineering WE) firms Education

Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years, and may be made permanent without further competition.
    • Position may be filled as a term appointment NTE 18 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.
    • This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
