Buchanan & Edwards is seeking an Enterprise Reporting Business Analyst to join our team of qualified, diverse individuals. This position will be located in McLean/Herndon, VA with some remote work possible. The qualified applicant will become part of our client's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Bureau of Consular Affairs (CA). This initiative will modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA’s customers.

Clearance: Secret Responsibilities:

  • Support all project phases from inception through completion.
  • Work with the customer to capture and translate high level functional, technical, data, reporting and performance requirements into detailed acceptance criteria for epics / user stories in a Scaled Agile Framework environment (SAFe)
  • Decomposition of high-level information into details; abstracting low-level information; distinguishing requests vs needs; distinguishing requirements vs solutions
  • Assist Deployment Leads, engineers, and other internal stakeholders with client facing activities to identify and define project requirements, scope and objectives
  • Analyze data and document business rules for translating data from source to target based on user requirements and underlying database structures
  • Create reports in SAP BusinessObjects to analyze data and to demonstrate capability to stakeholders
  • Works with the development team to ensure that they understand the requirements
  • Provide business area and technical expertise to management and stakeholders to facilitate planning, set direction, define business initiatives, and develop solutions/demos for business information systems needs and requirements
  • Be able to manage multiple assignments, changing priorities, and work independently with little oversight
  • Lead and participate in agile ceremonies such as backlog grooming, and interface with the agile team(s) and other program staff as required
  • Communicate effectively in written and verbal communication coupled with strong listening skills
Qualifications:
  • For Level III - Bachelor's degree in a related field and at least six (6) years’ experience
  • For Level IV - Bachelor's degree in a related field and at least 10 years’ experience
  • Strong understanding of business and technical processes to formulate and develop new and modified business information processing systems
  • Experience eliciting and documenting functional, technical, data, reporting and performance requirements
  • Attention to details and numbers
  • Experience writing basic SQL queries for data analysis and understanding data models
  • Excellent planning, organizational, and time management skills
  • Excellent written and oral communication skills, including the ability to effectively communicate complex technical ideas to audiences with varied technical backgrounds
  • Experience crafting and coordinating official correspondence
  • Excellent administrative/organizational abilities
  • Must have a current, active Secret (or higher) clearance. Interim clearance acceptable
  • Experience researching new technology for inclusion/use on customer programs
  • Prior work experience in a fast-paced, variable environment
  • Prior work experience in Data Warehousing and Reporting
  • Experience using Business Intelligence tools like SAP BusinessObjects
  • Experience using business process modeling tools such as Rational Systems Architect, Enterprise Architect, Viso, etc.
  • Experience with biometric collection systems (e.g. Facial Recognition)
  • Experience implementing DevSecOps for large program using Agile, preferably SAFe, development methodology
  • Scaled Agile Framework experience; working as a part of a Scrum Team
  • Experience using engineering environments and tools that support agile development, and especially SAFe, such as JIRA, Rally, VersionOne, Confluence, IBM CLM/ELM
  • Prior experience with Department of State or Consular Affairs systems
