Job Description:
Reviews and evaluates engineering design and performance data for public water systems utilizing groundwater or surface water; and assists management with planning, organizing, and coordinating program activities for the Plan and Technical Review Section of the Water Supply Division of the Texas Commission on Environmental Quality (TCEQ). Reviews requests for exceptions to public water system design standards submitted by licensed professional engineers and other water supply professionals; reviews and evaluates design and performance data; applies regulations in a manner consistent with sound engineering practices and public health principles; prepares reports and correspondence to memorialize decisions. Working under the direction of senior staff, reviews innovative technologies related to public water systems. Assists management with the planning, organization, and coordination of team projects, to include tracking assignment workflow to ensure timelines are met. Provides technical assistance to consulting engineers, city and county officials, water system owners and operators, agency staff, other governmental entities, and the public. Performs technical peer- review of correspondence prepared by contractors and other team members.

Minimum Qualifications:
A bachelor’s degree from an accredited college or university with a major in engineering, basic science, mathematics, environmental science, computer science or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION), plus two years of full-time experience in performing engineering, technical, or related assignments.
OR A master’s degree from an accredited college or university in the specified fields plus one year of full-time experience in performing engineering, technical, or related assignments (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION). One year of full-time experience in performing engineering, technical, or related assignments may be substituted for each year of the required education.

Preferred Requirements:
Experience reviewing or preparing requests for exceptions to 30 TAC Chapter 290 and/or public water system plans and specifications. Experience reviewing or preparing requests for regulatory approvals of disinfection protocols at groundwater and/or surface water treatment plants. Experience planning, organizing, and coordinating team projects, to include tracking assignment workflow, memorializing decisions, and ensuring timelines are met. Experience using spreadsheets and databases to manage data and produce reports. Experience writing checklists, standard operating procedures, and/or work instruction. Experience conducting technical and administrative peer reviews of correspondence/reports and providing constructive feedback to improve the quality of work.

Special Requirements:
Moving up to 50 pounds of boxes, projectors, publications, etc.
Traveling up to 15% of the time.
