Job Description:
Assists with coordinating activities related to contracts and agreements of network operations, and participates in the review of technical documents related to federal monitoring requirements and networks for the Monitoring Division (MD) of the Texas Commission on Environmental Quality (TCEQ). Assists in preparing network- related agreements and contracts; and preparing, revising, and tracking contract specifications and expenditures to ensure compliance with contractual deliverables and state and federal network objectives. Assists with vendor performance reviews and monitoring of work plan performance measures. Coordinates between affected parties to promote maximum data return, and attends related meetings. Coordinates air monitoring activities of contract operators to include reviewing quality control/quality assurance spreadsheets, field operator logs, and other field documentation submitted by the contract operator; coordinating meetings and requests between contract operators and other TCEQ staff; and acting as an intermediary between the contract operator and other TCEQ staff. Assists with conducting field inspections at contract operator sites by observing and tracking field activities to ensure compliance with project procedures and guidance material. Tracks contract operator training requirements and demonstrations of competency to ensure compliance with project deliverables. Assists in the review, evaluation, and maintenance of network quality assurance reports, procedures, business practices, and documentation. Assists with the tracking and audit coordination of agency asset inventory. Participates in the review and evaluation of project procedures and guidance materials (e.g. Quality Assurance Project Plans, Standard Operation Procedures). Participates in meetings and discussions with other agency divisions and external customers such the U.S. Environmental Protection Agency, trade organizations, and regulated entities regarding network activities.

Minimum Qualifications:
A bachelor’s degree from an accredited college or university with a major in engineering, basic science, mathematics, environmental science, computer science or a related field (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION).
One year of full-time experience in performing engineering, technical, or related assignments may be substituted for each year of the required education.

Preferred Requirements:
Bachelor’s degree from accredited college or university with a major in a natural or physical science, engineering, environmental studies, or related field. Experience with contract preparation and/or contract management.
Experience with ambient air monitoring. Experience working with environmental laws, regulations, and/or policies.

Special Requirements:
Moving up to 50 pounds of instruments.
Traveling up to 20% of the time.
The agency will review the applicant’s driving history in connection with the use of a vehicle in the performance of the job.
