Purpose of Position

THIS POSTING WILL BE USED FOR ON-GOING RECRUITMENT AND WILL REMAIN OPEN UNTIL FILLED.

Why does the job exist?

This position exists to manage the staff and operations of the Solid Waste Bureau's enforcement program. The program promotes statewide compliance with the New Mexico Solid Waste Act; New Mexico Solid Waste Rules; Recycling and Illegal Dumping Act; and the Recycling, Illegal Dumping, and Scrap Tire Management Rule, to protect public health and the environment.

How does it get done?

This position oversees inspections at regulated facilities (including solid waste landfills, transfer stations, collection centers, infectious waste processing facilities, recycling and composting facilities) and investigations of complaints of illegal dumping. This position also oversees the preparation and issuance of informal and formal enforcement actions, to promote regulatory compliance and to deter future non-compliance. This position manages technical staff including enforcement coordinator, enforcement officers, and scrap tire coordinator.

Who are the customers?

The regulated community includes permitted solid waste facilities (landfills, transfer stations, infectious waste processing facilities); registered facilities (collection centers, recycling and composting facilities); registered commercial and special waste haulers; scrap tire facilities and haulers; and solid waste and scrap tire generators. Actions taken by the enforcement program benefit all residents and visitors to New Mexico.

Ideal Candidate

The ideal candidate will have strong personnel management and written and verbal communication skills; extensive experience performing and coordinating environmental inspections and investigations; expertise interpreting and implementing environmental policies, statutes, and regulations including the New Mexico Solid Waste Act; New Mexico Solid Waste Rules; Recycling and Illegal Dumping Act; Recycling, Illegal Dumping, and Scrap Tire Management Rule; and RCRA; experience interpreting environmental monitoring data; experience drafting technical and legal documents, including formal investigative reports in anticipation of possible litigation; and experience providing testimony at public hearings.

Minimum Qualification

Bachelor's Degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and six (6) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Employment Requirements

Must possess and maintain a valid New Mexico Driver's License and Defensive Driving Certificate.

Working Conditions

Executive Order 2021-046 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.

Work will primarily be performed in an office setting during normal working hours. This position will require extended periods of sitting, typing and reviewing documentation, working with a computer and talking on the telephone. There may be repeated bending, squatting, and walking in the building. In-state travel, including overnight travel may be required. Outdoor field work may be required in all types of weather conditions.
