At the Department of County Management (DCM), the public service we carry out is essential to the operation of Multnomah County as a government, as well as an employer. The DCM Equity team operates under the DCM Director’s Office and supports the department of about 250 employees. As the Employee Engagement and Inclusion Analyst (HR Analyst Senior) with DCM, you will have the exciting opportunity to help implement the department’s workforce equity goals and lead employee engagement efforts with the Division of Assessment, Recording, and Taxation (DART). You will provide direct support to the department Equity Manager and help lead the DCM Equity Committee. Additionally, an emphasis will be on onboarding and retention processes and improvement.

Primary Responsibilities:

Equity Manager & WESP Implementation Support

  • Create and provide written resources, communications, timelines, reports and additional information with regards to the WESP, projects, training, improvement plans, and more.

  • Help create content for monthly learning sessions with the DCM Equity Committee.

  • Help to resolve issues and complex questions that arise in collaboration with DCM Equity Manager.

  • Represent the DCM Equity Team on various stakeholder groups, committees, and forums.

  • Provide back-up to the equity manager as needed.

Organizational Development

  • Facilitate and participate in meetings including DART Senior Manager meetings.

  • Design and deliver adult learning curricula that aligns with organizational needs, the County’s Core Competency Model , and diversity, equity and inclusion (DEI).

  • Lead, plan, and organize the DART Employee Engagement committee.

  • Coordinate and manage the DCM New Employee Orientation program.

  • Provide equity subject matter expertise to DCM HR and DART hiring managers in the recruitment and selection process.

HR Special Projects

  • Collaborate with DCM HR to support internship programs (College to County, Summer Works, etc), and intern placements.

  • Perform ongoing research; conduct surveys, analyze and present confidential data, share best practices and case studies to leadership, recommend improvements in processes, procedures, concepts, operations and decision making.

  • Assist as necessary in writing and/or communicating work improvement plans, letter/statement of expectations, disciplinary actions, investigations, etc.

  • Work with DCM HR and managers to apply and interpret collective bargaining agreement (CBA) language, Personnel Rules, County and Department policy and procedures, Federal, State and local laws, and benefit plan provisions.

  • Have analytical skills

  • Have strong communication skills, ability to articulate processes and procedures

Minimum Qualifications/Transferable Skills: (All bullet points must be met to qualify - please make sure your application materials address each bullet point listed).

  • A bachelor's degree (or equivalent to) and

  • Three (3) years of experience administering projects and programs that include consultation, facilitation, community engagement, and employee onboarding.

  • Experience organizing & conducting meetings and group facilitation.

  • Experience implementing equity & inclusion practices and initiatives.

  • Experience developing and implementing employee engagement strategies.

  • Experience with change management, conflict resolution and working to resolve workplace tensions

  • Experience working closely with or collaborating with HR where you applied diversity, equity, and inclusion concepts to recommend changes or revisions in order to create more equitable practices.

Type of Position : This is a salary non-represented position that is not eligible for overtime.

Location: Multnomah Building - 501 SE Hawthorne Blvd, Portland, OR 97214

Schedule: Monday - Friday.

  • There is some flexibility with the start and end times and a possibility of a 4/10 or 9/80 schedule.

  • This position is currently approved for hybrid (Remote and onsite); on occasion this will require the incumbent to report onsite for work.
