Job Description
Job Purpose

Performs various complex professional and administrative functions related to organizing, planning, coordinating and implementing County emergency operations and disaster services, including: developing, reviewing and updating policies and plans; serves as liaison with other agencies for the purpose of coordinating emergency operations; and develops, coordinates and conducts training and exercises for private industry, other governmental agencies, volunteer groups and disaster volunteers; assists in the organization and management of the Emergency Operations Center.

Responsibilities

RESPONSIBILITIES:
Responsibilities may include, but are not limited to the following:
General:

  • Directs responsibility for the organization, administration and operation of the County’s comprehensive Emergency Management program including preparedness, response, recovery and mitigation from natural and man-made disasters.
  • Supervises the Emergency Management activities directed by Federal, State and Local governments and act as the Coordinator of the Emergency Management program pursuant to North Carolina General Statute 166A-19.1
  • Compiles and manage budgets for the Emergency Management Department and the Sara Management Division.
  • Supervises staff in receiving and obtaining State Mandated EM training: Office is required to have minimum 24 hours annually.
  • Records, maintain and review records and reports on incident response, mitigation, and recovery to include but not limited to WEBeoc Daily Event Records, Firehouse RMS entries, incident narratives, public assistance documents and after-action reports.
  • Creates and conducts or participates in three (3) Emergency Management exercises per year which may include table top, functional and full-scale exercises. These exercises must be written to the Homeland Security Exercise and Evaluation Program (HSEEP) format and include After Action Review.
  • Completes annual NC State Emergency Management Preparedness grant and seek other sources of grant funding to complement County Funding. Develop and review internal policies and best practices and pursue program accreditation through Emergency Management Accreditation Program (EMAP).
  • Maintains Nixle Emergency Notification System as well as departmental media such as websites and social media.
  • Assumes appropriate Unified Command Structure role in the event of any Hazardous Material, Natural Disaster, or Man-made incident (Entire County, including all Municipalities) that meets reportable quantities or that presents immediate dangers to health and safety. These roles may include the following: Unified Command or sole Incident Commander, Emergency Operations Center Manager, Safety, Logistics Officer, Operations Section Chief, etc.
  • Advises Fire Departments on hazardous material incident cleanup and mitigation. Training to perform these tasks must be maintained. Document incident information and send to NCEM, EPA, and/or NC DENR as per the appropriate protocol. Review any staff document before sent to other agencies.
  • Works closely with internal and external agencies regarding their roles in the event of an Emergency Incident as determined by Alamance County’s Emergency Operation Plan. This includes recommending, preparing, and developing plans and operational procedures with these agencies as well as implementing a training program and oversight to review and revise plans based on After Action Report Improvement plans. Some of these agencies include but are not limited to the following: Department of Social Services, Amateur Radio Emergency Service group (ARES), Health Department, Alamance Regional Medical Center, Elected Officials and Administrators, Municipalities, and Non-Governmental Organizations, etc.
  • Promotes and sustain a work environment that reflects Alamance County’s organizational values and standards of customer service and teamwork.
  • Tier II:
  • Supervises all aspects of the Tier II program administered by the Assistant Emergency Management Coordinator/Tier II Manager and the (2) part-time Hazmat-Specialist, but not limited to annual reporting, fee collections, Hazard Material Education, Vulnerability Zone planning, distribution of the Tier II reporting to fire responders.
    Equipment:
  • Develops and implement policy that set acceptable needs and demands for request and deployment of Emergency Management and LEPC assets in Alamance County and Mutual Aid.
  • Supervises the use and deployment of resources and equipment within Alamance County. Assume appropriate role in Unified Command structure depending on incident.
  • Assigns and make available resources for emergency management purposes for service within or outside of the physical limits of Alamance County.

Skills & Abilities

SKILLS & ABILITIES:
Education & Experience: Bachelor’s Degree from an accredited college or university with five years of progressively responsible related experience. (Experience is defined as being directly involved with decision-making, plans writing, training, exercise and active participation in response, mitigation, preparedness and recovery phases of emergency management); or any combination of education, training and experience which provide the required knowledge, skills and abilities to perform the essential functions of the job.

Computer & Technology Skills: Prior computer skills experience with Microsoft Windows. Prior experience with Communication Equipment, including radios, audiovisual equipment, GIS equipment and GPS units.

License/Credentials: Possession of a valid NC driver’s license. Must have the ability to teach Emergency Management Programs, and have the ability to be credentialed through the International Association of Emergency Managers and NC Emergency Management. Must obtain or possess Hazardous Materials Operations certification. Must obtain or possess Certified Emergency Management and NC Emergency Management Type 2 or Type 1 certifications within 2 years of hire.
