Job Description

The Test and Trace Corps (T2) is looking for a Director of Operations to join the Data, Analytics and Product Development (DAP) Team. T2 is New York City’s initiative to test New Yorkers, break chains of COVID-19 transmission in a timely fashion through contact tracing, and ensure they can isolate and quarantine safely is pivotal as New York City continues to stay open for the duration of the COVID-19 pandemic. T2’s DAP Team is dedicated to organizing, analyzing, and communicating the data that correspond to the City’s T2 initiative, as well as building technology solutions, in order to support and inform programmatic and operational efforts of the T2 initiative.

The Director of Operations will be responsible for managing all aspects of T2’s DAP team functions beginning with orienting and onboarding, and working closely with the DAP staff on planning and coordinating day-to-day team operations to ensure the DAP team is set up to efficiently achieve its mandate.

Reporting to the Chief of Staff for the Data, Analytics and Product Development Team, the Director of Operations will be responsible for:

  • Overseeing the development and management of operating policies, procedures, and workflows that outline when and how the various units within the T2 DAP Team collaborate and intersect when managing and executing DAP projects and deliverables
  • Developing operational processes, templates, procedures/protocols and other core documents to orient and onboard new staff to DAP projects and workflows
  • Supporting the Chief of Staff, DAP, and the Chief Data, Analytics, and Product Development Officer from an operational perspective, ensuring they have all necessary tools to understand and implement the operational efforts of the various DAP units and filling in gaps with improvements/solutions as needed
  • Liaising and participating in ongoing meetings with T2 stakeholders and key partners, and identifying operational implications that may impact DAP staff performance/progress on projects and deliverables
  • Proactively engaging staff within the DAP Team and escalating issues pertaining to operations in a timely manner, ensuring strong internal communication of executive decisions affecting operational activities
  • Proactively monitoring and helping to improve intra-team dynamics, including creating opportunities for DAP staff to connect with one another and build a positive team culture
  • Establishing strong, collaborative relationships with key NYC Health + Hospitals staff, City agencies, City Hall and other stakeholders to help DAP advance its mandate from an operational perspective
  • Working creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Providing status reports regarding project milestones, deliverables, dependencies, risks and issues and communicating across T2 and other leadership
  • Other related duties as assigned
Minimum Qualifications

1. A Master’s degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related discipline and four (4) years of progressively responsible administrative, managerial and/or consultative experience and background; or
2. A Baccalaureate degree from an accredited college or university in disciplines, as listed in “1” above, and five (5) years of progressively responsible administrative, managerial and consultative experience and background; or
3. A satisfactory equivalent combination of training, education and/or experience.
