Director of Asset Management

ABOUT THE POSITION: The Director of Asset Management oversees all aspects of Compass Housing Alliance’s housing portfolio management, as well as housing operations. This includes but not limited to, assessing property performances and leading solutions to challenges that arise, analyzing financial performance, assisting in in the development of new capital projects, and ensuring Compass continues to provide quality properties in the form of homes and shelters for current and future generations of Compass guests and residents. The Director leads all property financial analysis for both capital development and building operations, managing building reserves, and operating in compliance with building covenants, contracts and proformas including reporting to partners, funders, Board and leadership consistent with the agency’s strategic plan and limited partnerships for a variety of internal and external stakeholders (investor/ funders/lenders). The Director is responsible for the establishment of clear portfolio goals, action plans and critical problem-solving support, consistent with the agency’s strategic mission and plans. The Director supervises facilities and housing operations staff, who support residents through the housing application process, address tenancy issues and individual needs with current residents and ensure that all properties meet quality standards, funding and regulatory requirements. This is a highly collaborative, executive leadership role, partnering closely with all leaders within the agency.

LOCATION: South Lake Union Neighborhood (Seattle, WA)

REPORTS TO: Executive Director

FLSA STATUS: Exempt

SCHEDULE: Weekdays (plus evenings & weekends as needed)

SALARY RANGE: DOE and within Compass ranges

ESSENTIAL DUTIES AND RESPONSIBILITIES

Asset Management

  • Lead all business activities related to Compass’ housing programs ensuring effective processes and services related to the housing application process and resolution of landlord/tenant issues.
  • Act as a liaison with federal, state, and local governmental agencies, housing authorities, owners, investors, and residents as necessary.
  • Directly responsible for Compass’ Housing Operations and third-party property management entities providing ongoing support, training, and performance management.
  • Oversee all Compass owned and leased properties, including housing, Jan & Peter’s Place Shelter, Blaine Center Shelter, and Compass Day Center.
  • Develop and foster relationships with key clients, industry and trade associations, government representatives, public service organizations, customer groups, and vendors as necessary in the overall management of the portfolio while also addressing program and funding issues associated with housing operations.
  • Responsible for long- and short-range business planning related to leased property as well as housing portfolio management for the purpose of ensuring that financial resources are effectively utilized.
  • Oversee projects (e.g. site repairs/construction, preventive maintenance, etc.) for the purpose of ensuring completion within established time frames, quality, desired project specifications, and budget adherence.
  • Key contributor in new construction planning, documenting standard “must-have” specifications, and startup activities.
  • Develop efficiencies in property management and maintenance functions to ensure that results, and efforts, are maximized.
  • Lead an annual Capital Needs Assessment development and placement in budget cycles.
  • Responsible for creating a capital budget.
  • Perform personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Monitor fund balances of assigned programs and related financial activity for the purpose of ensuring that expenses are within budget limits and/or fiscal practices are followed.
  • Identify and manage risk across Compass properties, working with site-based staff to address liability issues and with compliance staff to ensure adherence to service quality standards and regulatory requirements.

SUPERVISORY RESPONSIBILITIES


Carry out supervisory duties in accordance with the agency policies and applicable laws. At a minimum, directly supervise Director of Housing Operations, Facilities Manager.

KNOWLEDGE, SKILLS, AND ABILITIES


  • Knowledge and proven experience to undertake Capital Replacement Reserve Studies.
  • Ability to inspect, identify and recommend solutions to a wide range of problems relating to the built environment.
  • Well-rounded management skills, with experience in leadership roles involving responsibility for staff management, program or business operations, and compliance.
  • Exceptional strategic leadership skills, with the ability to identify and support opportunities for cross-functional collaboration.
  • Strong foundational understanding of housing management, ideally drawing on previous experience in property and facilities management.
  • Familiarity with affordable housing funding programs, a plus.
  • High level of cultural competence, with the ability to forge strong relationships among a highly diverse group of staff and residents, and comfort in an organizational culture that values direct communication.
  • An understanding of the principles of Harm Reduction and Housing First models and/or the desire to work in an agency that adheres to these models.
  • Excellent professional judgement, emotional intelligence and high level of personal accountability.
  • Promote a team environment that values, encourages and supports differences.
  • Work independently and as part of a team, particularly to exercise sound decision making in the absence of supervision, with strong collaboration skills.

  • Valid WA driver’s license, proof of car insurance, and a driving record that meets Compass standards, required.


EDUCATION AND/OR EXPERIENCE


  • Bachelor’s degree in business, construction management, or another related field is strongly desired. Or relevant work experience, certificate and/or equivalent continuing professional development or education.
  • 10+ years of experience in a housing organization or other related area.
  • 10+ years of experience in leadership roles involving responsibility for staff management, program or business operations, and compliance.
  • 5 years’ experience working in a complex facilities environment.
  • 5 years’ experience in construction/project management.
  • Experience managing contracts.
  • Experience with housing authorities highly desirable.
  • Compassion, tolerance and a strong desire to serve others are required attributes of success in this position.
  • Awareness and/or training around issues of equity, intersectionality, and belonging.
  • Familiarity with issues of homelessness, mental illness, substance abuse, sexual assault, and/or domestic violence, desired.


PHYSICAL DEMANDS

  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • The employee is frequently required to stand, walk, use hands to finger/ handle/feel/type, and reach with hands and arms. Requires the ability to occasionally push, pull, lift and/or carry supplies up to 20 pounds.
  • Work takes place in an office environment where long periods of sitting, working on a computer, walking to various work areas, going up and down stairs, and standing are required.
  • Travel to program sites and meetings outside the office and around the county are necessary.

Mental efforts like attention to detail, interacting with others in-person and through email, using critical thinking skills to strategize, develop and implement business plans, create and edit documents, listen and participate verbally at meetings.

WORK ENVIRONMENT


The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is normal. Compass programs are housed within a human services environment in the Greater Seattle area. Our diverse client/guest/resident community includes many single, formerly homeless adults who lack any family support system. Compounding the constraints of poverty, our community includes individuals who are physically and/or mentally disabled, persons living with AIDS, those who struggle with chemical dependencies, veterans, and vulnerable, elderly adults. Working at Compass will mean that you will be in close proximity to the people we serve.

This position is eligible for occasional remote work per manager approval.

Compass facilities are monitored with camera surveillance equipment for safety and security purposes. The cameras will generally be utilized only in public areas where there is not a reasonable expectation of privacy. However, please be aware that in our housing facilities, some residents may choose to utilize their own private surveillance equipment within their units.
