Job Description
    DutiesSummary

    FHFA regulates and supervises Fannie Mae, Freddie Mac, and the Federal Home Loan Banks (the Government Sponsored Entities (GSEs)). FHFA's primary mission is to ensure that the GSEs operate in a safe and sound manner and support a stable, liquid, and efficient mortgage market, including sustainable home ownership and affordable housing.


    Responsibilities

    As a DEPUTY INSPECTOR GENERAL FOR AUDIT, you will:

    • Exercise effective management control over all facets of audit activities within OA to promote the economy, efficiency, and effectiveness of FHFA’s programs, and protect it and its regulated entities against fraud, waste, and abuse.
    • Provide leadership, guidance, and direction to the Assistant Inspector General for Audits (AIGA), subordinate supervisors, and OA staff on a broad range of highly complex audit assignments.
    • Recommend the FHFA OIG position on audit standards, procedures, and other guidelines proposed by the Comptroller General of the United States, the Office of Management and Budget, the Council of Inspectors General on Integrity and Efficiency, and other Federal and private professional organizations.

    Qualifications

    You must meet the following requirements by closing date of this announcement.

    Basic Requirements:

    Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Specialized experience:

    For the LL-1 you must have one year of specialized experience at the GS/EL-15 or equivalent level. Specialized experience for this announcement includes all of the following:
    • Providing leadership, guidance and direction to subordinate supervisors and staff in an audit organization on a broad range of audit assignments. AND
    • Exercising effective management control over all facets of audit activities within an audit organization to promote the economy, efficiency, and effectiveness of the programs and operations of the entity(ies) audited, and to protect those programs and operations against fraud, waste, and abuse.

    Time After Competitive Appointment: Candidates who are current federal employees serving on a non-temporary competitive appointment must have served at least 3 months in that appointment. Education

    Education Requirements:

    Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    CONDITIONS OF EMPLOYMENT:
