The City of Pomona has an excellent opportunity for an experienced public sector financial leader. The Deputy Finance Director is a key leadership position for a professional who is seeking a challenging and rewarding Director-level position critical to Pomona’s strong financial stewardship. The City of Pomona has a supportive City Council committed to financial soundness and transparency; a cohesive executive team; and a seasoned City Manager. The Deputy Finance Director will provide complex staff assistance to the Finance Director/City Treasurer.
The Deputy Finance Director under administrative direction, will assist in planning, directing, managing, and overseeing the activities and operations of the Finance Department including accounts payable, general ledger maintenance, revenue management, payroll, budget, purchasing, internal auditing, and treasury. The Finance department has 33 full time positions.

MINIMUM QUALIFICATIONS TO APPLY

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience and Training:
  • Six years of increasingly responsible professional governmental accounting, budget, financial analysist, auditing, or closely related experience including two (2) years of supervisory experience.
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, public administration, business or a related field. A Master's degree is desirable.
License or Certificate:
  • Possession of a valid driver's license.
  • Possession of a CPA and/or Certified Public Finance Officers Certificate (CPFO) is desirable.
Knowledge of: Advanced principles and practices of general and municipal government accounting and auditing. Laws regulating public finance and fiscal operations. Modern office procedures, methods, and computer equipment. Advanced principles and practices of budget development, preparation, and expenditure control. Principles of supervision, training, and performance evaluation. Safe driving principles and practices. Council -Manager form of government structure

Skill to: Operate modern office equipment including computer equipment and software. Operate a motor vehicle safely.

Ability to: Supervise the work of staff involved in financial and accounting activities. Analyze and interpret financial and accounting records. Prepare complex financial statements, reports, and analyses. Design and implement sound accounting and record keeping systems. Develop and prepare an assigned budget and control expenditures. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

ESSENTIAL DUTIES

Assist in developing, planning, and implementing policies, goals and objectives for the Finance Department; supervise and manage assigned divisions and functions, which may include accounts payable, general ledger maintenance, revenue management, payroll, budget, purchasing, internal auditing, treasury, and other financial activities.

Oversee various City audits including the annual City audit, State Gas Tax audit, AQMD audit, Prop A & C audits, and other audits as necessary; prepare appropriate audit schedules.

Troubleshoot financial software; assist in the development of new reports to enhance report accuracy and production time.

Supervise and participate in the preparation of various financial statements and reports.

Respond to requests for information and advise City departments, governmental agencies, and the public of City financial and accounting policies.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed supplies and materials; monitor and control expenditures.

Review, develop, and modify accounting and control methods to improve existing procedures; ensure conformity to policy and increase effectiveness.

Prepare and review Council reports for fiscal impact and content.

Perform technical work in developing, supervising, and participating in internal audits, special accounting procedures, budgetary accounting procedures and systems, and monthly budget report analysis.

Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.

Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies.

Coordinate the preparation of external audit materials and external financial reporting; and oversee the preparation of State and Federal reports, expenditure and tax reports, and reports for the City Council.

Assist the Accounting Supervisor and/or Accounting Manager in reconciling financial records to bank statements and other financial investment activities.

Coordinate assigned activities with other City departments, divisions, and sections, and with other employees within the Finance Department.

Participate in the development and implementation of special projects; perform special accounting and reporting required by Federal grants.

Perform related duties and responsibilities as assigned.

Serve as Acting Finance Director/City Treasurer as required.

SELECTION PROCESS

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.

WORK SCHEDULE: Employees work a 4/10 work schedule.

RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, new Goup A & B employees shall pay the CalPERS member's retirement contribution of 6.25%. City of Pomona employees do not contribute into Social Security.

PAID HOLIDAYS: 11 paid holidays & 2 floating holidays are provided per year.

EXECUTIVE LEAVE:
Group A: Accrue 170 hours per year (6.539 per pay period)
Group B: Accrue 100 hours per year (3.846 per pay period)
Group B PBL: Accrue 75 hours per year (2.898 per pay period)

VACATION LEAVE: Employees may be placed at a higher vacation accrual rate at the sole discretion of the City Manager.
  • 1-3 years = 80 hours
  • 4-5 years = 120 hours
  • 6-8 years = 160 hours
  • 9-15 years = 200 hours
  • 16 years plus = 240 hours (maximum)

SICK LEAVE: 12 days per year (prorated if on any leave without pay). are available to eligible City employees.

GROUP INSURANCE PROGRAMS: These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
  • HEALTH INSURANCE: $700 per month; cash-in-lieu program available
  • DENTAL: $75 per month ($56.25 per month for .75 PBL employees)
  • VISION: Voluntary participation by the employee
  • 125 BENEFIT PLAN CONTRIBUTIONS:
    • Waiving coverage = $45 per month
    • Single coverage = $65 per month
    • Two-party coverage = $425 per month
    • Family coverage = $625 per month
  • LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
  • LIFE INSURANCE: Group A: 2 times annual salary (400k max); Group B: $100,000

EDUCATIONAL INCENTIVE PLANS: are available for eligible employees to develop their knowledge and abilities.

TUITION REIMBURSEMENT: This benefit is provided to any requesting Group A or B employee. An employee may receive up to $2,500 or $1,875 for PBL employees per year, provided employee is not receiving Education Incentive.

EDUCATION INCENTIVE: This benefit is provided to qualifying Group B employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position. Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.
  • 2% for an associate's degree
  • 4% for a bachelor's degree
  • 6% for a master's degree

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.

FLEXIBLE SPENDING ACCOUNTS: are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

CREDIT UNION: membership is available to all City employees and provides access to low interest loans.
