On April 8, 2019, Governor Jared Polis directed the Colorado Department of Human Services to spearhead Colorado’s Behavioral Health Task Force. The mission of the Task Force was to evaluate and set the roadmap to improve the current behavioral health system in the state. Among almost 150 recommendations, Task Force members voted unanimously to create a new Behavioral Health Administration (BHA).

The BHA will be the first of its kind, working across all payer groups to measure results, hold providers accountable, and improve access. It will be empowered to lead change, to publicly hold itself and its stakeholders accountable, and to take advantage of every opportunity to ensure Coloradans feel a sense of improved quality of life when they intersect with our system. It will be instrumental in achieving the vision to have a comprehensive, equitable, effective continuum of behavioral health services that meet the needs of all Coloradans in the right place, at the right time, to achieve whole person health and wellbeing.

Description of Job

The Department of Human Services welcomes your interest in the Deputy Commissioner of the Behavioral Health Administration position. This is a new position within the newly established Behavioral Health Administration (BHA), which will be housed within the Colorado Department of Human Services. This position will be responsible for the daily operations of the BHA, including directing administrative staff. This position is also responsible for strategic leadership for the BHA, including supporting the oversight of programs and services as needed. This person will serve as the commissioner in the commissioner’s absence.

By managing the daily operations of the BHA, this position will support the development of the state’s vision, strategy and implementation of behavioral health-related policy and select programming from prevention to recovery.

Primary duties in this position include:

  • Provide team leadership and management to approximately 15 roles, including operations, legal & compliance, as well as other teams as needed, ensuring that these functions are delivered efficiently and support the rest of the BHA, resulting in the provision of high-quality behavioral health services.
  • Support ongoing collaboration with stakeholders, and joint initiatives with other Departments, Offices, Branches, and Divisions within state government.
  • Work with the CDHS Chief Financial Officer and Communications & Policy to ensure that budget and other legislative proposals are consistent and complete and prepared for review by the Commissioner within designated deadlines.
  • Coordinate Joint Budget Committee hearing and briefing process, working with other staff members to ensure that responses are complete, clearly written, timely, and prepared for the Commissioner’s review.
  • Ensure completion of legislative reports and ad-hoc requests working closely with the CDHS Director of Communications & Policy.
  • Assist and communicate with the Commissioner and Directors in decision-making, program management, and initiative implementation.
  • Lead the coordination and strategic alignment of diverse business functions.
  • Streamline high-importance projects and support leadership-level internal and external initiatives that will have a very significant impact on the BHA’s functionality.
  • Ensure compliance with federal regulations, state statutes, and departmental policy.
  • Ensure funding applications, reports, needs assessments, compliance plans, and contracts are administered and monitored appropriately.
  • Develop and assemble BHA’s annual goals, ensuring that progress is measured and reported to the Governor's office and the Advisory Council.
  • Serve as liaison between staff, directors, and other senior leaders, regarding the organization’s climate, staff well-being, project updates, proposals, and planning.
  • Support the strategic planning process by setting forth work plans, timeframes, objectives, measurements, and identifying the individuals accountable to implement work plans.
  • Actively support the refinement of goals, strategies, and objectives to measure the performance of the teams.

  • Oversee special projects that assist the teams in meeting performance goals and/or overcoming obstacles to meeting them.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Graduation from an accredited college or university with a bachelor's degree.
AND
Six (6) years of progressively responsible professional experience culminating in senior level management of a complex (multi-disciplinary) organization that must have included at least two (2) years of professional public or business administration experience that included establishing organization structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.
Substitutions
Experience that provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. A master's or doctorate degree from an accredited college or university in a human services field, business or public administration, or a closely related field, may be substituted for the bachelor's degree and one or two years of general experience respectively.


Preferred Qualifications:


  • Three (3) or more years leading cross-sector or inter-department (within an organization) using matrixed or networked leadership approaches
  • Recovery oriented mindset with innovative approaches to business planning and service delivery, preferably including experience with public-private partnerships in order to achieve state, county, and community-wide, social, and economic goals.
  • Ability to conceptualize clinical care at a systems level and an understanding of management principles and practices in a public sector environment.


Highly Desirable Competencies:

  • Excellent interpersonal, communication, and negotiation skills including the ability to represent and present to a broad cross-section of providers, individuals, families and communities, governmental entities, and other stakeholders.
  • Specific education and or training in culture change and implementation science to lead significant transformation efforts.
  • Commitment to anti-racism approaches, and experience in racial, health equity, and social justice frameworks. Values and strives to achieve equity, diversity, and inclusion through all aspects of the work.
  • Familiarity with the principles and practice of upstream, primary prevention and a commitment to a public health approach to behavioral health.

CONDITIONS OF EMPLOYMENT

  • Travel may be required.
  • As a condition of employment, effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated will be required to submit to twice-weekly serial testing. Testing details will be provided during the onboarding process. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination
