Contract/Acquisition SME

Support a PM in interface with the contracting command, at the behest of the PM Acquisition Division. Tasks, including but not limited to, as follows:


Develop and coordinate:

  • Acquisition Strategies IAW Department of Defense (DOD) 5000.02
  • Acquisition Plans IAW Federal Acquisition Regulation (FAR) 7.1 and sub tier regulations (DefenseFARs(DFARS), ArmyFARS(AFARS), and Local SOPs.)
  • Justification and Approvals and all related documentation, per FAR and sub tier regulations
  • Contract Requirements Packages, including, but not limited to the following:
    • Statement of Works, Contract Data Requirements Lists, Document Summary List, Ozone Depleting Statements, Contract Security Classification DD254, Funding Documents, Recommended Type of Contract to include, if applicable, suggested Incentive Fee Features, Award Fee Provisions and Evaluation Plan, Procurement History, Government Furnished Property, Shelf-life provisions, Statement of Urgency, recommended source list, Warranty Provisions, Facilities or Tooling, COR/COTR recommendations, recommended CLIN Structure, and delivery schedules.
  • Assist coordination with functional organizations within the PM to obtain Independent Government Estimates.
  • Assist coordination within the PM and ultimately the PEO to obtain Service Contracting Approvals.
  • Assist coordination within the PM and ultimately the PEO to obtain Functional Requirements Authentication Board (FRAB) certification.
  • Assist in reconciliation of Funding before and after contract award.
  • Assist in developing documentation for all Peer Reviews.
  • Assist in developing/tracking Contractor Performance Assessment Reporting System (CPARS) input for contracts.
  • Assist in developing/tracking Defense Property Accountability System contract entries.
  • Assist in developing Market Research Reports.
  • Recommend contract language such as special clauses, contract type/structure, delivery instructions, Source Selection Plans and criteria, Determination and Findings for Use of an Undefinitized Contract Action (UCA).
  • Analyst will support the PEO/DPEO STRI and interface with centers across the ACC enterprise, specifically ACC-Orlando and ACC-RSA at the behest of the APEO for Acquisition Support, Director for Contracts and Policy.
  • Serves as an acquisition analyst providing acquisition planning, contract requirements development, and contract monitoring support.
  • Provide technical advice to all levels within PEO concerning all aspects of Contracting.
  • Serves as a Liason between PEO STRI and ACC-Orlando.


Position Requirements:

  • 25 + year's relevant experience.
  • Minimum of a Bachelor's Degree in related field.
  • Existing SECRET with ability to obtain TS with SCI.
  • ACC Division Chief/Contracting Officer and PEO STRI experience
  • Excellent communication skills; strong organizational skills; ability to manage multiple tasks.
