Description of Job

The Communication Supervisor is a professional level, highly responsible leader whose service focuses on strategic public communication, marketing and public relations of the organization. Under the supervision of the Communications Director, this position leads a team of communication professionals and specialists to develop and implement outstanding communication, marketing and engagement programs that elevate the image of the Specialized Business Group and the Lottery Division. Duties include but are not limited to:

• Assist in the development and update of an overall integrated communications strategy to support the Department of Revenue's (DOR) strategic goals using the agency Strategic Plan.

• Lead outreach programs that increase visibility and to empower businesses and individuals through quality customer service, innovation and collaboration with external image with customers, key opinion leaders, media outlets, and decision makers using the agency Outreach plan.

• Lead and launch agency outreach campaigns.

• Assess opportunities for outreach potential and impact to the department.

• Provide executive preparation, training, and consultation as it relates to communication.

• Respond to or work with agency communications staff to coordinate all various events.

• Leverage social media tools to advance and protect the DOR's reputation.

• Manage issues/crisis management communications, serving as spokesperson as needed.

• Assist in shaping responses to complex issues, including operations, financial, product, personnel and government/regulatory agency topics.

• Monitor industry news, identify emerging public policy and/or customer issues; be familiar with all relevant media; develop and maintain appropriate relationships with media and other key stakeholder groups.

• Identify opportunities to use social and new media tools and technology effectively.

• Oversee and assist in the coordination and production of external and internal communications channels including press releases, briefings/bulletins, employee e-newsletters, intranet and internal communications.

• Maximize the delivery of internal communications channels by developing new tools, processes, and materials for effective internal communication.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
Bachelor's degree in Communications, Marketing, English, Journalism, Business Communications, Public Relations or related field
AND
Four years of professional experience providing public information through digital and print communications channels.

Substitutions:
A combination of work experience in Communications, Marketing, English, Journalism, Business Communications, Public Relations or related experience may be substituted on a year-for-year basis for the Bachelor's degree but not for the specified experience.

Preferred Qualifications:
The preferred applicant will possess the following:

  • Addional years of experience working with current communication channels (print, website, video, email, blog, social media, direct mail, media relations) and experience tailoring "voice" across channels and audiences
  • Strong written communications skills
  • Basic graphic design skills or experience with layout for newsletters, flyers, postcards, professional reports, and social media content
  • Experience with website content management Ability to manage multiple projects and deadlines
  • Excellent interpersonal and customer service skills Ability to collaborate with Communications team, Department of Specialized Business Group and The Lottery Division subject matter experts
  • Experience providing information in compliance with the Colorado Open Records Act (CORA) Proven ability to work independently and accept supervision
  • Proven success organizing and tracking workload
DOR REQUIRED SKILLS & COMPETENCIES: Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multi-task, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
