Job Description

I) Job Purpose

The Business Analyst is proficient in gathering and analyzing information from multiple sources, evaluating and reconciling conflicts, decomposing high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true need; Has proven communication, analytical, negotiation, and problem-solving skills that support Project Management processes and deliverables; Functions as a project lead in various initiatives; Facilitates design sessions with the implementation team to define solutions; Works efficiently and effectively, adapting and managing constant changes through project goals and innovation.

II) Essential Functions

A) Works closely with the business managers, key/incidental stakeholders, and end users to understand current- and future-state business needs and processes.

B) Interfaces with end users, stakeholders, sponsors and/or vendors to extract requirements, clarify goals, and create business case to properly interpret and translate into application and operational requirements.

C) Participates in interview workshops to clearly define requirements, goals, scope, benefits, and documents detailed business requirements in workflows and/or formal Business Requirements Document.

D) Works independently, in project team(s) and/or matrix environments to gather business requirements, analyzes requirements to document specifications, design enhancements for application systems, test and deploy changes and updates.

E) Identifies alternatives and develops scenarios for addressing business needs and requirements.

F) Collaborates with various businesses and IT personnel to create new solutions, solve existing business problems, recommend technical solutions, and manage requirements at the project level.

G) Documents business processes and participates in the development of procedures and workflows of how a new product or service is to be used.

H) Conducts meetings for fact finding and gathering of data necessary for research into products and vendors while working closely with the business to provide appropriate solutions and decision-making processes.

I) Builds and maintains good relationships with business customers, colleagues, contractors, vendors and consultants.

J) Understands QA and Testing Cycles. Documents requirements to assist in QA and testing. Participates in QA & Testing cycles.

K) Participates in preparing the user documentation and training manuals.

L) Participate in the creation and implementation of departmental strategies, operational procedures, policy development and budget development as appropriate or assigned.

M) Ability to handle the stress and pressure that accompanies deadlines and crisis, with willingness to go above and beyond ordinary expectations.

N) Participate in other agency-wide activities as requested and other duties as assigned.

O) Ability to lead various project initiatives.

IV) Internal & External Customer Service

A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.

V) Travel

This position requires driving to and from locations for work and/and may require overnight traveling. Employees are required to have a license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.

Minimum Requirements

Required Education

Bachelor’s degree

Defined Education

Management Information Systems, Computer Science, Business, Administration, Health/Human Services

Preferences

Experience in healthcare and with clinical EHR systems

Substitutions

Associates degree and four years’ experience; High School Diploma/GED and six years’ experience

Required Years’ Experience

Two (2) years

Defined Experience

Formal business analysis; formal project management processes; IT projects; and clinical

Required License/Certifications

Valid Texas driver’s license with an acceptable driving record
Must provide license (if applicable) and official documentation of all educational attainment i.e. Transcript/Degree/Certificate. IIBA certification preferred,

Supervisory Experience

None

Testing Requirements

Pre-employment tests including drug/alcohol and TB Screening

Lifting Requirements

Up to 15 pounds
