Overview: Position Overview: Modern Technology Solutions, Inc. (MTSI) is seeking a highly skilled Budget Analyst to join our team supporting CBP-AMO Headquarters/UAS Program Management Office in Washington, D.C. You will support the Customs and Border Protection Air and Marine Operations Unmanned Aircraft System programs.

For additional company information, please visit: www.mtsi-va.comResponsibilities: As a Budget Analyst with MTSI you shall assist CBP-AMO Headquarters/UAS Program Management Office in (Washington, D.C.) supporting Customs and Border Protection Air and Marine Operations Unmanned Aircraft System programs.
Your essential job functions will include but may not be limited to:
  • Assist in the preparation of acquisition documents.
  • Track deliverable/progress and invoicing.
  • Track program schedules, correspondence action items, and financial reports.
  • Perform entries into CBP’s Systems, Application, and Products (SAP) Data Processing System.
  • Monitor overall financial health of the program.
  • Analyze and advise on the formulation, execution, and/or analysis of the program’s budget and funding requirements.
  • Perform budget formulation work involving review and preparation of budget estimates and financial plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
  • Conduct analyses, reviews, and special studies of budget and/or related information.
  • Develop Life Cycle Cost Estimates (LCCE) for unmanned aircraft systems consistent with DHS acquisition guidance/policy.
  • Support to Independent Cost Estimating Teams.
  • Must have the ability to identify and analyze issues and interpret data.
  • Organizational skills to maintain flow of work within the unit.
  • Knowledge of computer operations and application (Excel and SAP) and word processing.
  • Ability to work both independently and in a team environment and able to work extended hours if required.
Qualifications:
  • 6+ years' of relevant experience.
  • Professional, effective communication and presentation skills, both oral and written.
  • DoD Programming, Planning, and Budgeting experience (PPBE), (DESIRED).
Certifications Desired:
  • DoD (or DHS equivalent) Acquisition Workforce Improvement Act (DAWIA)/Acquisition Core Certified preferred:
    • Level II in Program Management.
    • Level III in Career Field Life Cycle Logistics.
Education Requirements:
  • Bachelor’s degree in Management, Finance, or Accounting.
Clearance Requirements:
  • Secret Clearance.
  • Individual must submit to a CBP background investigation (BI); a favorably adjudicated BI will be required to maintain this position.
  • U.S. Citizenship is required for this position.
