About the Opportunity The Richmond Fed is looking for two senior leaders supporting, one each supporting the Federal Reserve Bank and our Federal Reserve System Technology groups. The Assistant Vice President (AVP), HR Business Partner is a leader and head of talent, responsible for providing strategic HR consultation and delivering customized solutions to Bank leaders and the organization to achieve business priorities and strategies. They establish and drive programs and initiatives in partnership with business leaders to promote a culture that integrates diversity, equity, and inclusion into all aspects of our business. In addition, the Assistant Vice President of HR Business Partners provides leadership, strategic consulting, and guidance to a team of HR Business Partners; ensures effective flow of information, ideas, and practices; and creates connections across the Bank of Richmond, Federal Reserve System Technology, and the broader Federal Reserve System (FRS). This position reports to the SVP and Chief Human Resources Officer and partners across the People, Culture + Wellness Centers of Excellence (COEs) and HR Operations to deliver a full suite of HR capabilities and resources that supports the achievement of business goals. The AVP, HR Business Partner for the Bank will provide direct business partner consultation to the First Vice President/COO. The AVP, HR Business Partner for Federal Reserve System Technology will provide direct business partner consultation to the System CIO. What You Will Do:
  • Develops deep understanding of the business strategy and operations of the Bank and line of business portfolio(s). Partners with the business and effectively negotiates and influences talent priorities.
  • Communicates business goals and priorities to the HR Business Partners (BPs), PC+W Centers of Excellence (COEs), and HR Operations to drive prioritization within PC+W and to influence organizational goals and objectives.
  • Strategic partner vs service provider: Provides proactive insights and business connections in partnership with COEs and HR Operations to deliver a full suite of HR capabilities and resources that supports the achievement of business and enterprise goals.
  • Understands and evaluates the future human capital needs of the organization. Provides forward-looking solutions and delivers results for organizational initiatives and processes including workforce planning, talent/organizational development and performance, total rewards, talent acquisition and employment practices, organizational design, and change management.
  • Provides executive level strategic counsel and influences key strategies and initiatives to drive organization effectiveness and strengthen the culture.
  • Acts as change agent and promotes innovation and continuous improvement to advance key Bank and System IT priorities and initiatives. Ability to influence at the Federal Reserve System level.
  • Partners with the lines of business to provide guidance and implement HR initiatives/solutions.
  • Partners with the business to provide strategy, tactics, and implementation of plans to drive measurable progress on employee engagement, diversity, equity & inclusion, and organization culture.
  • Utilizes workforce data to determine key metrics and trends to proactively identify risk and opportunities and lead actions to impact results.
  • Coach and develop direct reports to enhance and improve professional effectiveness through capability development including consultation, solutioning, agility, courage, critical thinking, collaboration, change management, and strategic problem solving. Highly motivated, self-starter with a high degree of initiative and self-discipline. Proven ability to build positive working relationships, deliver results and create cross-functional synergies.
Qualifications:
  • Bachelor’s degree in human resources, business administration, finance, organizational management, organizational psychology or a related field.
  • A minimum of five (5) years of leadership experience in human resources, corporate strategy, etc.
  • A minimum of five to seven (5-7) years of HR Business Partner or equivalent consultative experience.
  • Human Resources or Compensation professional certification preferred (SPHR, PHR, or CCP).
  • Experience in technology sector, financial services, and/or familiarity with product management model and agile methodology preferred.

  • The hiring range is $150,000 – $200,00 annually.
