The Center for Alternative Sentencing & Employment Services (CASES) is a leading provider of jail and prison alternatives and mental health services for youth, young adults, and others impacted by the criminal legal system. CASES continuum of services includes Pretrial bail alternatives, youth alternatives to incarceration, State-licensed intensive mobile treatment, in-community family, and mentoring, and one of the nation’s only forensic-specialist Certified Community Behavioral Health Clinics, located in Central Harlem. Our programs operate at the frontlines of efforts to reform the criminal legal system, providing direct services proven to help participants achieve goals and address challenges while reducing future system involvement. Our Behavioral Health Services are primarily Medicaid-funded and licensed by the NYS Office of Mental Health. Our programs are governed by varying regulations and contractual requirements.

We believe that in-person operations are the best way to serve our clients, both directly and through essential operational support. This job requires work in our offices.


Job Description


We are looking for an Assistant General Counsel to support CASES General Counsel. This is a new role, reporting to the General Counsel and working collaboratively with the organization’s Compliance Director and the Special Assistant to the Legal Department. The Assistant GC will help shape the role and responsibilities of the GC’s office as we continue to evolve. The position is a wonderful opportunity to support and advance CASES programs and mission.

Job Duties

The Assistant GC will provide back-up and support to the GC and will engage in a variety of legal work. The Assistant GC may-

  • Ensure compliance with legal requirements applicable to New York not-for-profit corporations. Provide guidance on governance procedures and fiduciary responsibilities. Support and advise the Board of Trustees, including drafting and revising corporate policies, bylaws, minutes, agendas, and resolutions.
  • Work collaboratively with the Compliance Director to help ensure compliance with regulatory requirements, including Medicaid
  • Support programs and departments to understand and comply with privacy and confidentiality requirements, including HIPAA, NYS Shield Law, 42 CFR Part 2
  • Advise the IT and data team on legal questions regarding data, technology, and security
  • Support the HR department in employment matters including by helping to maintain and interpret the Employee Handbook and other policies and procedures and provide counsel on benefits and tax matters
  • Draft, update, and implement policies and procedures
  • Help deliver training for staff regarding legal compliance
  • Provide general legal support for CASES transactional and operational work
  • Review, negotiate and draft agreements with consultants, vendors, and partner organizations
  • Support the operations team on real estate and facility operations matters
  • Provide counsel on workplace safety and health issues
  • Review insurance renewals
  • Help manage litigation-related matters
  • Manage organizational responses to investigations and subpoenas
  • Work collaboratively with CASES Development team, monitor charitable solicitations, and handle out-of-state registrations
  • Support the Communications team by drafting and reviewing contracts, releases, IP issues, and providing counsel on social media issues
  • Perform ad hoc tasks as assigned, including some operational and administrative work.

Qualifications
  • Must have a law degree and New York bar admission.
  • At least four years of experience providing broad legal support to comparable organizations. Experience in a healthcare context preferred
  • Problem-solver, resourceful, and curious. Able to provide clear, accurate, and timely legal advice
  • Detail-oriented with exceptional legal research and analytic skills
  • Strong organizational skills with demonstrated ability to manage multiple and competing priorities and deadlines and to follow-up. Interest or experience in project management a plus
  • Excellent communication skills with ability to provide legal advice and counsel to staff with various levels of experience, backgrounds, and roles
  • Working knowledge of contracts, insurance, commercial real estate, privacy laws
  • Strong interest in professional growth and receptivity to constructive feedback
  • Flexible about working in Brooklyn and Harlem offices
  • Strong interest in CASES mission
