Under the Direction of the Finance Director, is responsible for detailed and complex accounting activities involving the preparation and maintenance of accounting/financial records and reports in accordance with Generally Accepted Accounting Principles. Knowledge of governmental accounting preferred.
Bachelors Degree and 5 years experience in Accounting required. A combination of equivalent education and related experience that would provide the required knowledge would be qualifying. Hiring Range is $5595 - $6075 per month, DOQ. Include cover letter and resume with application. Additional Information
JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential function of the position include, but are not limited to the following:

Coordinate and prepare audit work papers, schedules and reports. Prepare necessary accrual and adjusting entries in the preparation of year-end closing. Serve as auditor"s point person to lead annual audit activity.
Assist in the preparation of the City's annual budget. Prepare and accumulate salary and revenue projections. Prepare Debt Service Fund budgets. Assist with determining budget needs of the Finance Department. Assist other departments in preparing departmental budgets as necessary. Prepare and update preliminary budget documents through to the conclusion of the budget process. Prepare mandated County and State budget/levy requirement reporting. Prepare information for publication. Provide support to the City Administrator as required or necessary.
Tracks, maintains and oversees the City"s Capital Asset subsidiary system. Works directly with other departments to coordinate and maintain capital asset control. Prepare necessary journal entries and create reports as needed. Train staff.
Complete Affordable Care Act (ACA) Reporting.
Oversee and assist with all accounting processes. Advise employees of correct accounting procedures, policies and general ledger coding.
Develop and apply spreadsheet and word-processing applications in producing the annual budget, the Comprehensive Annual Financial Report and other areas as required or apparent.
Coordinate and prepare records to assist the auditor with the workers" compensation audit. Allocate costs for workers" compensation and general liability insurance.
Responsible for electronic fund transfer for payroll withholding.
Monitors the internal control and accounting systems and recommends changes.
Responsible for the preparation and submission of various County, State and Federal reports. Assists in the development and implementation of procedural changes to ensure compliance with City, State and Federal reporting requirements and internal reporting requirements.
Prepare and review journal entries.
Prepare monthly sales tax reports and submit to Department of Revenue
Responsible for the accuracy and integrity of all aspects of the City"s special assessment system. Conduct assessment searches. Maintain accounting records for levied and pending special assessments. Code all prepayments. Maintain special assessment general ledger accounts. Handle all aspects of needed abatements of special assessments. Prepare special assessments for council approval and filing with Washington County. File assessments and abatements with Washington County. Reconcile special assessment balance with Washington County reports.
Monitor the internal control and accounting systems and recommend changes to the Finance Director to ensure the accuracy and security of all accounting records and City Funds.
Maintain cash balances for use in cash flow forecasts. Reconciles all City bank statements with general ledger.
Maintain chart of accounts and update as necessary
Provide training to department personnel as it relates to job duties and computer system operation.
The position serves as Finance Director in the absence of the Finance Director and provides back up for other Finance Department staff.
Perform other duties and responsibilities as apparent or assigned.

QUALIFICATIONS
Education

Bachelor"s degree in Accounting, Finance, Business Administration or closely related field
Ability to obtain Certified Public Financial Officer certification is preferred but not required
Experience

Five (5) years of experience in Accounting

A combination of equivalent education and related experience that would provide the required knowledge would be qualifying.
Knowledge, Skills and Abilities

Considerable knowledge of Generally Accepted Accounting Principles (GAAP), theories and procedures. Considerable knowledge of governmental accounting.
Good working knowledge of personal computer and accounting information systems.
Ability to apply Generally Accepted Accounting Principles, theories and procedures to accounting assignments. Ability to analyze and interpret complex accounting records and reports.
Ability to design, develop and prepare financial statements and reports for internal and external reporting purposes.
Ability to establish and maintain good working relationships with other employees, the general public, state and federal agencies, and vendors and contractors.
Ability to apply Minnesota statutes and rules.
Ability to work effectively under pressure.
Ability to assess problems and follow through to a successful conclusion.
Ability to establish priorities and adjust workload on a daily basis.
Ability to show organization in completing work assignments and maintaining department records. Ability to identify, initiate and carry out tasks independently.

Ability to communicate and provide work direction clearly and concisely, both verbally and in writing.

Supervision Needed: This position both (a) operates under minimal supervision based on overall objectives and available resources and (b) must make decisions based on inadequate guidelines that require considerable interpretation and force the employee to plan all the phases of the assignment and develop some new methods.

Supervision Given: High coordination of work with other individuals, e.g., Project Lead or First level supervisory, or managerial roles in charge of an individual function.
