Job DescriptionGENERAL PURPOSE
The Assistant Director of Nursing assists the Director with the planning, coordination and control of all services provided through the nursing department in the county inpatient nursing facility. Work includes the oversight of nursing recruitment, including job posting, review of applications and resumes, as well as candidate interviewing, selection and hiring.

SUPERVISION RECEIVED
This position reports directly to the Director of Nursing.

SUPERVISION EXERCISED
This position exercises supervision over the following classifications: Nursing Supervisor, RN (Registered Nurse), LPN (Licensed Practical Nurse), and CNA (Certified Nurse Aide). This position also indirectly supervises the following classifications: Clerical Specialist (Scheduler), Secretary 2 - Nursing Administration, and Unit Clerks.

ESSENTIAL DUTIES OF THE POSITION
Receives shift reports and meets with prior shift nursing supervisor to identify personnel or other problems requiring immediate response or action.

Responds to inquiries regarding appointment and promotion procedures. Explains applicable criteria depending on nature of position, union status of class and/or other elements.

Responds to administrative and professional inquiries regarding nursing service. Is responsible for overall nursing service upon assignment or in supervisor’s absence.

Attends meetings regarding staffing, organizational issues or other related topics. May represent the nursing department at meetings of standing and special committees within and outside the facility.

Reviews nursing supervisors' records for personnel actions such as resignations or transfers to identify vacant positions.

In the absence of internal candidates, initiates process for external hiring. Reviews applications received for background and selects those meriting interviews. Conducts interviews explaining the available position, County employment practices, and facility rules and requirements. Determines applicant's qualifications, characteristics, work history, interest and availability. Makes selection or discusses recommendation with higher level nursing management depending on position being filled.

Submits paperwork to human resources office and schedules individual for pre-employment physical and/or testing. Develops lists of new hires for use in developing training programs.

Oversees schedulers and shift supervisors including fire drills, quality reports, etc. Covers as supervisor as needed. Takes call on a rotating basis. Assists Director of Nursing as needed.

Interprets and transmits policies to medical staff and personnel and ensures compliance with policies.

As required, assists with preparation of periodic reports concerning various phases of the facility operation and its financial conditions. Oversees regulatory reports including, not limited to, daily PPD, staffing sheets, Department of Health requests, etc.

Assists with covering Risk Management as needed to include daily review of Event reporting system.

Responsible for oversight over medication errors including keeping updated reports.

Oversees unemployment and worker’s compensation needs, and attends unemployment hearings as needed.

May meet with patients and family members to discuss and resolve problems, concerns and complaints. Daily rounding on nursing units with rotating coverage.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE - Bachelor's Degree in Nursing from an accredited institution with coursework in geriatrics, rehabilitation or a closely related field is preferred; AND

At least three (3) years of professional nursing experience, one (1) year of which shall have been supervisory in nature, including responsibility for coordinating activities across organizational lines, developing and implementing procedural requirements, or similar functional assignment; AND

CERTIFICATION/LICENSE: Possession of licensure as a Registered Nurse issued by the Commonwealth of Pennsylvania.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of professional nursing principles, practices and standards commonly employed in inpatient nursing home facilities.

Thorough knowledge of the principles and practices of professional, technical and ancillary nursing service personnel staffing and management.

Knowledge of the goals and objectives of inpatient nursing home facilities.

Knowledge of supervisory principles and practices.

Ability to learn the specific organizational structure, reporting relationships and personnel system requirements of the County inpatient nursing home facility.

Ability to conduct effective interviews of job applicants, providing and securing information.

Ability to establish and maintain effective working relationships with managerial, professional and technical personnel, associates, and job applicants.

Ability to maintain and insure the preparation of accurate and detailed records and reports.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

Ability to express ideas and communicate County policy on professional and/or administrative subjects, both orally and in writing.

TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and other specialized software), calculator, fax machine, copy machine, scheduling charts, blood pressure gauges, thermometers, patient record charts, and other necessary medical equipment.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.

The employee must possess agility and strength sufficient to lift, support, and maneuver heavy patients of limited physical capacity. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
