Job Description

Position Summary

Responsible for assisting the Director of IT in managing, overseeing, and developing the Agency’s computer network systems, telecommunications systems and other technology related initiatives. The employee will be responsible for implementing projects and initiatives and for developing new technical solutions that are responsive to the Agency’s objectives. Manages some IT projects. Required to access and use current and future systems in HUD’s REAC web based data reporting system for data submission and administration. The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

Responsibilities

Undertakes and performs the following and all other work-related duties as assigned.

Education and Experience

Associate’s degree in Computer Science, Business Administration, or closely related field from an accredited college or university, with at least five (5) years of progressively responsible experience in database systems management or related areas of responsibility of senior management capacity.

The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee:

Knowledge and Skills

  • Assists the Director of IT to manage, oversee, and develop the Agency’s computer network systems, voice and data communications networks by working closely with various levels of personnel in all departments to identify and evaluate technological needs and provide technical solutions and cost-effective approaches and for daily administrative and Agency operations.
  • Fosters a cooperative, friendly working relationship between IT personnel and all IT customers (i.e., business users, contractors, suppliers) to facilitate open communications resulting in a high level of cooperation, understanding of necessary aspects and needs of operational systems development, and quality services and products for Agency personnel.
  • Plan, direct, coordinate and review the work plan for IT Assistant in conjunction with the Director of IT; may assist the Director of IT to assign work activities, projects and programs; review and evaluate products, methods and procedures to ensure staff with the appropriate equipment and software necessary to perform their duties.
  • Assist the Director of IT in managing the Agency’s Linux and Windows data servers. This includes troubleshooting, designing, implementing and administering IT activities; in accordance with the Director of IT’s directive; manage, upgrade, direct or service the installation, operation, and maintenance of IT hardware and software; manage and maintain data and equipment security, administer and provide on-going technical support and maintain system in constant state of readiness. Manage other types of servers but not limited to web, email, database, application and VPN servers.
  • Participates in the configuration, repair, maintenance, internal and external security, backup and recovery, and updates of the Agency’s Local Area Network (LAN), Wide Area Network (WAN), and telecommunications infrastructure.
  • Works with the Director of IT to develop design, and manage technical aspects of all Agency website and web technologies and supports existing infrastructure.
  • Coordinates all departmental IT procurement and purchases with Director of IT. Assists in the management of IT invoices/bills, vendor relations, maintenance contracts, IT assets and related issues. Understands and is fully conversant in all IT related budget issues.
  • Under the direction of the Director of IT, implements plans and projects regarding IT equipment Inventory and Security (hardware and software) needs, while providing Physical and Logical Security (including Antivirus, Firewalls, and Internal Security).
  • Manages and monitors for compliance IT purchases warranties and contracts as assigned by the Director of IT. Ensures Licensing Compliance and related issues are enforced and current. Provides timely upgrades/patches.
  • Develops, writes or generates reports either directly from the database by use of PHP (Hypertext Preprocessor), Microsoft SQL, MySQL and Crystal Reports; or by modifying the pre-existing reports to fulfill the Agency’s data reporting needs.
  • Develops and maintains in-house web apps for various uses.
  • Manages to provide all staff access to data resources necessary for them to complete their tasks including providing secure network access to all Agency remote locations via VPN.
  • Works with the Director of IT to develop and maintains a business disaster recovery plan for business and IT functional units and ensures security for information and the data center.
  • Serves as secondary Administrator for all forms of HUD access available to the Agency. Assists the Director of IT as the Agency’s PIC-EIV Coordinator (Public Information Center and Earned Income Verification). Responsible for assisting the Director of IT in ensuring all employees utilize these HUD accesses and remains compliant with HUD’s regulations concerning access information security and employee training. Maintain the user accesses by performing semi-annual or annual user certifications.
  • Assists in maintaining the Agency’s primary contact information, asset inventory for each property, and maintaining changes to this inventory.
  • Assists with maintaining and administering and maintains website content and data as needed.
  • Assists the Director of IT in guiding the Agency’s IT staff to maintain a technical strategic plan which ensures the IT department and Agency are working toward the same vision, mission, goals, and objectives.
  • Identify problematic areas and provides guidance and recommendation on purchases of technical equipment or services to ensure cost effectiveness.
  • Attends staff meetings to report on and resolve recurrent data problems.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional organizations as applicable.
  • Knowledge and experience in Windows 7 and Windows 10 Desktop Operating Systems, Windows Server Operating Systems, and Linux (Red Hat / CentOS) Operating Systems.
  • General requirements include knowledge of/in: Software Licensing, Warranties and Contracts, Vendor Relations, Desktop Support, /Helpdesk, and general understanding of network devices and issues including Internet connectivity / Wide Area Networks (WAN), routing, firewalling, VPNs.
  • Work requires managing and monitoring work performance including evaluating program/work objectives and effectiveness, establishing goals and realigning work and staffing assignments as directed or needed.
  • Suggestions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
  • Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Must have advanced report writing skills using MySQL and/or SQL Server 2008 (minimum), & Crystal Reports (minimum), must have web-based scripting knowledge (PHP Preferred), must be proficient in administering SQL Server 2008 (minimum), must be able to manage other legacy databases, must have knowledge of web-based technologies and web-related servers, and how to implement them to the Agency’s benefit, must be proficient in Microsoft Access, Project, and other Microsoft-based Office Suite softwares, must have advanced abilities in troubleshooting PC and server platforms, network equipment, and other technology-related hardware.
  • Ability to work on deadlines and within constraints.
  • Ability to read and transcribe written and numerical data and to operate major computer hardware equipment.
  • Knowledge of accounting and payroll systems or related systems for large government or private companies.
  • Ability to establish and maintain effective, professional and tactful working relationships with co-workers and persons outside the Agency.
  • Ability to communicate in English and Spanish is desired.

Job Type: Full-time

Pay: $18.00 - $21.00 per hour
