Job Description
Under general supervision of the Coastal Resources Manager, the Assistant Coastal Resources Manager performs a variety of administrative, policy, and technical work around the current and long-range planning programs related to the City of Galveston"s coastal resources.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

Evaluate plans, permit applications, and development proposals for their consistency with the City of Galveston"s Dune Protection and Beach Access Plan; the City of Galveston Comprehensive Plan; the Texas Administrative Code; and other relevant local, state, or federal agency plans or regulations.
Communicate with and provide technical planning assistance regarding coastal zone management to the general public, developers, contractors, other City departments, and other local and regional agencies.
Advise property owners, developers, and other members of the general public on regulations regarding land use and coastal resource management. Participate in a regular rotation of "Planner on Duty" - assisting customers at the front desk and answering phone calls and e-mails.
Provide general case management for permits and other development applications, review construction drawings, and conduct field evaluations and assessments. Assess the potential impact of planned development on the City"s coastal and environmental resources and beach access inventory.
Gather, interpret, and prepare data for studies and reports to government bodies, including the Planning Commission, City Council, and other various stakeholder groups. On occasion, may be required to attend meetings in the evening or on weekends.
Support the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City Staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned.
In the event of an emergency, employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services.

KNOWLEDGE AND SKILLS: Knowledge:
Municipal government organization, operations, policies, procedures, codes, and ordinances that pertain to coastal resource management and land use regulations.
Texas Local Government Code, Texas Natural Resources Code, Dune Protection Act, and Texas Open Beaches Act.
Skill in the use of a computer and applicable software such as the Microsoft Office Suite to apply statistical tools to data, prepare reports, and collect and analyze data.
Familiarity with use of geographic information systems (ArcView and ArcInfo GIS) for spatial analysis and mapping.
Principles, concepts, terminology, and best practices of coastal and environmental resource management along with urban and regional planning.
Current trends and best practices in coastal zone management and planning.
Administrative, land use, and environmental law.
Development review processes and permit review and zoning procedures.
Modern office methods, technology, and procedures.

Skills:
Effective verbal and written communication and customer service skills, including the ability to interact positively and professionally with internal and external customers and in handling situations that require diplomacy, fairness, firmness, and sound judgment.
Understanding, interpreting, and applying City policies and procedures and applicable state and federal regulations.
Reading and interpreting codes, legislation, and other legal documents.
Establishing and maintaining cooperative working relationships with all levels within the City.
Analyzing and evaluating written, graphic, and verbal data and preparing complete and comprehensive reports.
Enforcement and implementation of coastal resource plans, regulations, and permits.
Exercise common sense, tactfulness, and sound judgment.

MINIMUM QUALIFICATIONS:
Related experience in municipal and regional planning, coastal, or environmental resource management regulating uses of land or water which must have included technical review and analysis of permit applications, formulation of plans that relate to the environmental impact of proposed development, and technical and research assistance in environmental resource management.
A Master"s Degree with one to three years of related experience; OR a Bachelor"s degree with three to five years of related experience. Preferred field of study to be Coastal, Natural, or Environmental Resource Management, Urban and Regional Planning, Environmental Planning, Ecology, Marine Biology, Geology, Geography, and/or Environmental Science; OR an acceptable equivalent combination of education, training, and experience.

LICENSE AND CERTIFICATION:
Must possess a valid Texas Driver"s License

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a standard office environment with occasional site visits to construction sites and coastal environments for field evaluations. May be required to lift and carry items weighing up to 50 pounds.
