Job Description
ESSENTIAL FUNCTIONS: Works under the direction of the Assistant City Treasurer and is the liaison between Information Systems and the Treasury Service Center which includes Permits, Tax and Metro Alarms offices. Troubleshoots system problems and maintains system user security by assigning and monitoring the access of users to the Treasury system, city networks and e-mail applications. Designs, codes, documents and coordinates the testing and implementation of application modifications to ensure requirements are met. Performs scheduled billings and generates ad hoc reports for Treasury. Imports tax information from various state and local governmental agencies into the system. Monitors system for performance degradation, run-away tasks, and verifies that required back-ups are preformed.
OTHER FUNCTIONS:

1. Serves as the Disaster Recovery Coordinator and Finance’s Internet and Intranet liaison for the city’s Website.

2. Performs additional functions (essential or otherwise) which may be assigned.


TYPICAL PHYSICAL DEMANDS: Requires the ability to work with microcomputers, peripheral devices and related software. May be required to move and lift computer equipment (weighing up to 40lbs.) Requires the ability to communicate with staff and various levels of employees in the City government, and vendors. Requires the ability to operate an automobile to make on-site visits to work sites/offices to assess division and service center computer needs.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment, except during on-site visits. MINIMUM QUALIFICATIONS: Bachelor’s degree in Computer Science, Management Information Systems or related field with substantial course work in computer programming. Four (4) years experience in programming and working with financial applications with at least one (1) of the four (4) years in Structured Query Language (SQL), multiple report writers, Microsoft Office and project management; or any combination of experience and training which enables one to perform the essential job functions. Systems application experience in an UNIX environment as well as experience with Oracle Applications and Oracle Database is preferred.
