The Position: There is currently one vacancy within HHSA's Employment Services Division (ESD).
The Administrative Assistant in Health and Human Services performs a variety of responsible technical and administrative duties in support of the administration unit in the Health and Human Services Department including coordinating personnel transactions such as recruitment, hiring, evaluations, promotions and classifications; collect and summarize information; assist in identifying agency wide training issues and in developing training programs; be the contact person for all Workers Compensation actions, leave balance calculations and payroll adjustments.

The Recruitment Process

1. Applications are due by 5:00 P.M. on Wednesday, February 10, 2021.

2. Candidates that meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of February 15, 2021. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

4. Oral Panel Interviews are tentatively scheduled to take place the beginning of March 2021. Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

The Human Resources Department reserves the right to change the recruitment process at any time.
Example of Duties: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Perform a variety of responsible technical and administrative duties in support of the administration unit in the Health and Human Services Department; coordinate departmental personnel functions with the County Human Resources Office; conduct a variety of special assignments involving research and data collection; make appropriate recommendations; coordinate personnel transactions including recruitment and testing, evaluations, personnel action forms, orientations, departmental induction, separations, promotions and classifications that are entered into either or both personnel systems; gather information on classification studies and special surveys as assigned; collect and summarize information; compute salaries of all employees for budget preparation and internal studies; assist in identifying agency-wide training issues and in developing and coordinating training programs; assist management staff in the review of departmental policies and procedures; arrange qualification appraisal panels which may include community members and appropriate departmental representatives; coordinate with Human Resources, Management Analyst, and Auditor-Controller on selection and hiring of employees; ensure that limited term positions are appropriately tracked as to termination dates, extensions of termination dates, compute leave balance requirements on employees for family care leave, pregnancy leave, State disability and miscellaneous leaves with or without pay; coordinate within the department and with Personnel, Payroll, and the Management Analyst to ensure that all departmental staff are in correct/appropriate status; be the contact person in the department for all Workers' Compensation actions, including claims, physical examinations, leaves, return-to-work dates and disability retirements; submit duty statements, Essential Job Function Forms and justifications to Personnel and Management Analyst for the creation or filling of positions; process and coordinate all departmental time cards, payroll adjustments, master file documents, leave balance calculations and input documents for any payroll changes; interpret, with direction, Personnel Rules, Memoranda of Understanding, and County Travel Policy for departmental employees; prepare correspondence to be submitted to the Board of Supervisors as it relates to departmental employees; prepare and maintain a variety of records and reports; use a personal computer with word processing, spreadsheet, and database programs; and perform related duties as assigned.

KNOWLEDGE OF:

Principles and practices of public administration.

ABILITY TO:

Learn the principles, practices, methods, and techniques used in personnel administration.

Maintain personnel records and files for two different personnel systems.

Understand the organization and operation of the department in relation to other County departments and outside agencies.

Understand, interpret, apply, and explain departmental policies, procedures, laws, and rules.

Conduct research; collect, organize and analyze information; draw valid conclusions and formulate recommendations; maintain complex and extensive records and prepare reports.

Organize work and set priorities to meet established deadlines.

Use a personal computer with word processing, spreadsheet, and database programs.

Analyze situations accurately and take effective action.

Learn to develop operational and procedural guidelines.

Make presentations to departmental staff.

Communicate effectively both verbally and in writing.

Prepare and maintain clear, concise and comprehensive records and reports.

Establish and maintain cooperative working relationships with staff, other departments, governmental agencies, community groups and the public.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:
Two years of responsible technical or administrative clerical experience, including experience working in personnel administration.

Education:
Equivalent to completion of two years of college with course work in business administration, public administration, or related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

License or Certificate:
Possession of a valid California Driver's License.

Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
