The Division of Enterprise Services (DES), Bureau of Fiscal Services (BFS) is recruiting to fill an Accountant vacancy in Madison, Wisconsin.

DHS is located at 1 West Wilson Street in the heart of downtown Madison, near the State Capitol, the Madison Metro route and the Capital City bike path. This position will be expected to work from the 1 W. Wilson St. office building a minimum of 2 days per week with the opportunity of 3 days of remote work. This schedule may vary based on training or operational need.

Position Summary

This position performs financial program and grant monitoring for a broad number of funding sources, which consist of GPR, PR/PRS, PRF, annual, biennial, sum sufficient, and continuing programs. This position performs financial monitoring for assigned divisions and for multiple small, uncomplicated grants and contracts and prepares financial reports for those grants.

This position insures full compliance with federal regulations for various assigned grants, programs, and projects and prepares monthly, quarterly, and annual reports as specified by each granting agency. This position reconciles assigned programs and grants to the PeopleSoft Enterprise systems for cash balances, budget levels, encumbrances, revenues, and expenditures, which are included in various reports to state or federal agencies. This position uses established fiscal policies and procedures to facilitate the functioning of programs within federal and state guidelines and provides management with interpretation of reports, regulations, and other financial data.

Salary Information

The starting pay is between $26.53-$29.66 per hour, depending on experience and qualifications, plus excellent benefits. The pay schedule and range is 07/04. A 12 month probationary period is required. An additional hourly add-on of up to a $.50 may be available for CPA certification.

Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction.

Job Details

Qualifications

Minimally qualified applicants will have:

  • A Bachelor's Degree from an accredited university or college in accounting or an Associate’s Degree in accounting and 2 years of equivalent work-related accounting experience or 3 years of equivalent work-related accounting experience (e.g. managerial/cost accounting, fiscal report analysis, auditing, etc.).
  • Experience interpreting and applying Generally Accepted Accounting Principles (GAAP)
  • Experience using computer programs such as Microsoft Excel, Microsoft Access, SAS or similar to organize, manage, and analyze data.

Well-qualified applicants will also have one or more of the following:


  • Experience or training using financial software such as PeopleSoft to create fiscal reports, process fiscal transactions, prepare financial statements, etc.
  • Experience performing accounting or auditing functions for a government, public, or non-profit entity.
  • Experience providing technical assistance or consultation to others in the interpretation of accounting transactions, policies, or procedures.
