What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; a robust shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter individuals and couples using a low-threshold model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,500 units which provide permanent housing and services to formerly homeless individuals and families.

What You’ll Be Doing
Under general direction of the Deputy Director for Administration and Finance, the Junior Administrative Analyst performs professional-level administrative and management duties for the Administration and Finance division of Department of Homelessness and Supportive Housing. The position assists with management of day-to-day operation of the division in a variety of functional areas, including its contracts, facilities, fiscal, information technology, and human resources teams, and is expected to exercise sound judgment and take initiative.

This position provides administrative support to the Administration and Finance division within the Department of Homelessness and Supportive Housing.

The position includes the following responsibilities:

  • Manages the schedule of the Deputy Director for Administration and Finance
  • Supports the Deputy Director with preparing materials, taking minutes, coordinating general meetings, training and events.
  • Acts as the primary point of contact for Administration and Finance division.
  • Coordinates with staff from nonprofit organizations and other City departments
  • Assists in preparing presentations, graphs, charts, reports, proposals, surveys, databases, and mailing / distributions.
  • Compiles, researches, organizes, analyzes and reports information in connection with budget, legislation, or administration.
  • Prepares employee travel and reimbursements.
  • Coordinates the procurement of office supplies, equipment and materials in accordance with Department policy, and assists in inventory control.
  • Maintains and updates information contained in electronic and hard copy records, ensuring the most up-to-date information.
  • Assists with the implementation of policies, procedures and workplace practices.
  • Reviews current work practices and recommending changes when needed.
  • Coordinates records retention and retrieval.

MINIMUM QUALIFICATIONS

  • Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR
  • Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field

Substitution
SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • One (1) year of experience working directly with people of vulnerable populations with diverse cultural backgrounds.
  • Six (6) months experience coordinating complex calendars and heavy schedules for executives.
  • Strong Outlook, Word, PowerPoint and Excel skills.
  • Ability to work independently and employ a systematic approach to develop solutions and achieve multiple objectives in a timely manner.
  • Knowledge of HIPPA regulations.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Job Type: Full-time

Pay: $31.69 - $38.53 per hour
