    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SUPV HR SPEC, Position Description Number T5023000 and is part of the HI JFHQ AIR, National Guard.


    Responsibilities

    SUMMARY OF DUTIES: The purpose of this position is to serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises two or more other major segments below, e.g. classification, recruitment, and placement, employee relations, labor relations, etc.

    • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
    • Recruitment and Placement: Establishes state manpower policies and directs their implementation with NGB policies and authorizations.
    • Labor/Employee Relations and Employee Benefits: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor relations program, employee benefits and entitlements, and contributes to the accomplishment of special programs.
    • Compensation: Oversees the establishment of state policies for use of compensation tools (e.g., highest previous rate, EDP/HD), and recruitment and retention tools.
    • Classification: Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions.
    • Human Resource Development: Establishes and administers a system for determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments.
    • Equal Employment Opportunity: Develops and administers the equal employment opportunity programs.
    • Employee Relations: Performs administrative, technical or evaluative work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline.
    • Information Systems: Plans, operates and administers the operation of the Defense Civilian Personnel Data System.
    • Employee Benefits: Work that involves providing guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation.

    GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the Series GS-0201 career levels:
    • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
    • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
    • Ability to write English in reports and presentation formats;
    • Ability to communicate clearly and effectively;
    • Skilled in presenting formal training presentations and briefings;
    • Ability to assess body language and perceive emotional and/or distress levels; and,
    • Skilled in applying procedures and directives by reading and interpreting program material.

    SPECIALIZED EXPERIENCE: Must meet the non-supervisory GS-0201-12 qualifications (ADD i.e. Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.), PLUS have 12 months of career broadening human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources (military or civilian) program tasks. Experienced in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.

    NOTES TO CANDIDATES:
    a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

    f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.

    g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities.     i. Security requirements. Prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
    • Dismissal from employment for delinquency or misconduct;
    • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
    • Intentional false statement or deception or fraud in examination or appointment;
    • Habitual use of intoxicating beverages to excess;
    • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
    • Any legal or other disqualification which makes the individual unfit for service;
    • Lack of United States Citizenship.
    j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

    k. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

    EDUCATION REQUIREMENTS: A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

    TITLE 5 EXCEPTED SERVICE GS-0201 ADDITIONAL QUALIFICATION REQUIREMENTS:

    1. Veterans' Preference Program criteria are ALWAYS applied to rate the qualified applicants.

    2. The Priority Placement Program criteria are ALWAYS processed and cleared PRIOR to advertising Internal and External positions, via Job Vacancy Announcements.

    3. Prior to Title 5 Excepted Service appointment, must possess and provide a valid federal government- issued identification card as required to validate citizenship.

    4. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.

    5. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0201 position, the employee must complete all Human Resources Program education and training.

    6. The Title 5 Excepted Service employee, expert level, must complete at least one of the Human Resources Program Certifications requirements within two years of initial hire date or promotion appointment date.

    7. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to complete the Human Resources Program education and certification requirements.

    8. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

    CONDITIONS OF EMPLOYMENT & NOTES:

    1. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.

    2. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.

    3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
