Responsibilities of the Quality/Systems Assurance Manager include general oversight of the Quality Engineer, ensuring the site meets and complies with all directives, bulletins, policies, procedures and manuals. Ensures that changes to the site are recognized, documented, formally reviewed, and approved by qualified personnel prior to their implementation to avoid potential safety or operational problems and to comply with applicable regulatory requirements through the Management of Change process. Chairs Configuration Management meetings and ensures that risks and opportunities are considered. Participates in all Safety report root cause investigations and ensures that identified hazards have been mitigated or eliminated. Will create a positive organizational atmosphere and encourage high performance and innovative contributions from the entire team. Will assist the SDC Director to ensure effective communication of plans, policies and procedures to all O&M employees. Will represent SDC Director in his/her absence or as delegated.
MAIN RESPONSIBILITIES:
1. Identify non-routine work processes and ensure accurate Hazard Identification/Risk Assessments and Method Statements are performed.
2. Attend Daily AES/MOR meetings and support team.
3. Conduct and review Risk Assessments supporting site operations and develop and recommend appropriate risk management strategies including proper measures to mitigate risks (eliminate or render acceptable).
4. Conduct Conversation Based Safety Tours and Zone Inspections, engaging all levels of staff. Review all Efficiency Test submittals and provide trend analysis to Site Director
5. Confirm proper documentation of compliance activities for reference purposes, ensure that Alstom EHS standards and tools (AZDP, TOP_E, Transport Key processes) are deployed at the site level.
6. Support all internal (Alstom O&M) and external (vendor) audits to ensure compliance with expectations, contracts and safety.
7. Prepare and present Alstom management with compliance reports. Identify trends and present performance improvement data to make informed business decisions.
8. Attend and contribute to Site Joint Safety Committee Meetings
9. Perform safety and procedural compliance audits for Maintenance and Operations
10. Participate in Safety Investigations, including compliance with all procedures
11. Recommend procedural improvements based on APM best business practices
12. Contribute to annual Rule Book review, Operations Center Manual revisions
13. Has full authority to stop work at any time (Site Director authority)
14. Chair all Configuration Management meetings
Educational Requirements.:
Mandatory: Bachelor’s Degree in Engineering or 10 plus years of practical experience in operational processes.
Experience:
Mandatory: 5 plus years’ experience in APM related familiarity
