We have an exciting opportunity as a Pricing/Cost Estimator to work with our Cost Estimating group, located in Poway, CA.

DUTIES AND RESPONSIBILITIES:

  • Works closely with project engineers and program management to develop a Bill of Material (BOM) structure by WBS for all FAR15 proposal efforts.
  • Develops hardware material and labor estimates identified on the Bill of Materials (BOM) using the company developed Cost Estimating System (CES) in support of proposal and contract activities.
  • Provides cost estimating support on complex and FFP proposals and contracts with the primary responsibility to evaluate estimate realism and risk through consideration of contract type and prior related contract performance.
  • Ensures cost estimates are developed in accordance with the request for proposal (RFP) specifications, meet overall corporate policies and objectives.
  • Conducts BOM review meetings with Program Manager, Engineering, and Manufacturing for confirmation of hardware structure and approval of manufacturing touch labor hours.
  • Prepares Consolidated Bill of Material (CBOM) for soliciting quotes from Procurement.
  • Prepares reports to Pricing, Procurement, Manufacturing, Engineering, and Quality Assurance using EXCEL and CES.
  • Develops and maintains BOM EXCEL spreadsheets.
  • General understanding of FAR regulations relating to the BOM.
  • Participates as a member of proposal teams and supports contract negotiating teams.
  • Assists with pre-award, post-award and fact-finding audits.
  • May represent the company as the primary cost estimating contact and may provide direction to less experienced estimators.
  • Participates in the development and training of proposal staff.
  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating practices and procedures.
  • Performs other duties as assigned or required.

Job Qualifications:
  • Typically requires a bachelor's degree in business administration, industrial engineering, or a related discipline, with emphasis in cost accounting, cost estimating, project management, and/or project controls; along with ten or more years of progressive cost estimating experience, preferably with a defense contractor. Equivalent experience may be substituted in lieu of education.
  • Must have a general understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations.
  • Must be able to organize, schedule, conduct, and coordinate workloads to meet established milestones with some experience in project leadership.
  • Must possess excellent analytical, verbal, and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including senior management as well as customers.
  • Must have excellent interpersonal skills to influence and guide all levels of employees and customers.
  • Must have the ability to maintain the confidentiality of sensitive information.
  • Must be able to initiate, plan, and lead a team of professional employees on projects.
  • Excellent Excel and other M/S Office PC skills.
  • Ability to work independently or in a team environment is essential.
  • Ability to work extended hours and travel as required.
