The State of Nebraska, Department of Health and Human Services is seeking an Information Technology Business Systems Analyst/Coordinator for the Division of Behavioral Health. The Division of Behavioral Health (DBH) operates as the Chief
Behavioral Health Authority for the State of Nebraska and is charged with ensuring the statewide service system is efficient and effective at meeting the prevention, treatment and recovery needs of citizens with mental health and/or substance use. The IT Business System Analyst/Coordinator position will provide oversight responsibilities related to statutory requirements and the expanded growth in the functionality, maintenance, and integration of databases. Some general functions include: performance of business process analysis & design; technical research; demonstrated ability to meet deadlines; and providing systems support for DBH data systems by serving as a liaison between business end users and application developers. DBH seeks an IT Business System Analyst/Coordinator to join our team to manage and coordinate the functionality, integration and upkeep of DBH databases. The successful candidate will have strong communication, problem-solving, and decision-making skills. Location of position: NSOB 3rd Floor, Div. of Behavioral Health - 301 Centennial Mall South, Lincoln, NE

Work schedule: Monday - Friday, 8:00 AM - 5:00 PM

Examples of Work

Essential duties of the IT Business System Analyst/Coordinator include:

  • Elicit business requirements from DBH teams (Clinical, Data, Fiscal, Network, and Prevention), subject matter experts, super users, and stakeholders;
  • Implement central data system changes in/with vendor to meet business needs and requirements;
  • Analyze business rules and processes/functionality;
  • Write functional specifications;
  • Document existing processes and propose modified changes through statements of work; Communicate with developers and programmers the business requirements and develop solutions;
  • Consult with management to ensure agreement on changes;
  • Provide technical assistance/training on how to use applications;
  • Train end users;
  • Serve as DBH primary contact with lead database vendors to answer/work on/follow up on workflow and design related questions and issues;
  • To build and perform data test files, testing activities, and ensure timely implementation.
  • The IT Business System Analyst/Coordinator will consult with vendors, DBH Management, and technical staff to insure the functionality of system is consistent with needs and adherence to laws and regulations and work to ensure integration between the electronic billing system (EBS) and the centralized data system (CDS).
  • The person in this position will serve as a liaison and communicator between the DBH and primary database vendor and ensures that processes are updated, operational and maintained.
  • The IT Business System Analyst/Coordinator will perform ongoing analyses of business processes within and across Divisions to support the integration of data systems and indicators.
  • Additionally, the IT Business System Analyst/Coordinator will be a DBH lead on the Governor's IServe project.

Qualifications / Requirements

REQUIREMENTS: Education and experience in analysis of business systems processes and data system requirements; ability to create and manage business process solutions for behavioral health system applications.

PREFERRED: BS (minimum) or MS (preferred) degree in Computer Science or Information Technology (or related field) or 5 years of experience in a similar role. Proficient in SQL and relational databases and programming languages such as R and Python. Certifications in security, visualization, virtualization are preferences. Certificate by International of Certified Business Analysis Professional is a plus. Business Analyst Certification is a plus. Experience: Working with end users to define and document requirements. Testing plans, test cases, business continuity plans, training manuals and summary reports. Healthcare data system experience (preferred).
